FAULKNER COUNTY, ARKANSAS; AND FOR OTHER
PURPOSES.
WHEREAS, Faulkner County, Arkansas recently issued a
competitive bid for ambulance service; and
WHEREAS, the Little Rock Ambulance Authority d/b /a Metropolitan Emergency
Medical Services ( "MEMS ") was awarded the bid; and
WHEREAS, the City of Little Rock and Faulkner County have previously
entered into interlocal agreements for ambulance service; and
WHEREAS, this Board believes that it is beneficial to continue to have MEMS
provide ambulance services to Faulkner County and thereby promote the health and
welfare of the citizens of Little Rock and Faulkner County, and
WHEREAS, Faulkner County and MEMS have agreed to a financial subsidy for
2009.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. The Board hereby authorizes the Mayor to enter into a one (1) year
interlocal agreement with Faulkner County, Arkansas, granting MEMS an exclusive

I franchise to provide ambulance services (emergency and non - emergency) to Faulkner
2 County, beginning January 1, 2009.
3 Section 2. Faulkner County will pay a subsidy to MEMS in 2009 in the
4 approximate amount of twenty -seven thousand five hundred sixty -five ($27,565) dollars
5 to defray the cost of MEMS' delivery of ambulance service in the County.
6 Section 3. For purposes of this resolution, the term "ambulance services" shall
7 include the transportation and care provided the critically ill or injured prior to arrival
8 at a medical facility and within a medical facility subject to the individual approval of
9 the medical staff and governing board of that facility, and further the transport to or
10 from medical facilities including but not limited to hospitals, nursing homes,
11 physician's offices, and other health care facilities, of persons who are infirm or injured
12 and who are transported in a reclining position or who are ill but considered to be non-
13 emergency in status and who request ambulance transportation.
14 Section 4. Severability. In the event any portion of this resolution is declared or
15 adjudged to be invalid or unconstitutional, such declaration or adjudication shall not
16 affect the remaining portions of this resolution, which shall remain in full force and
17 effect as if the portion so declared or adjudged invalid or unconstitutional was not
18 originally a part of this resolution.
19 Section 5. Repealer. All ordinances and resolutions, and parts thereof, which
20 are in conflict with any provision of this resolution are hereby repealed to the extent of
21 such conflict.
