A RESOLUTION MAKING AND RATIFYING APPOINTMENTS TO
VARIOUS CITY OF LITTLE ROCK BOARDS AND COMMISSIONS;
AND FOR OTHER PURPOSES.
BE RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK,
ARKANSAS:
SECTION 1. The following named person(s) are herby appointed as members of the
following Boards and Commissions:
LITTLE ROCK ADVERTISING AND PROMOTTIONS COMMISSION:
Phillip Tappan, appointed to serve a an unexpired four -year term, replacing Blair Allen, said
term expiring on May 5, 2012.
COMMISSION ON CHILDREN, YOUTH AND FAMILIES
Dr. Katherine Mitchell, appointed to serve as the Little Rock School Board representative, said
term expiring on May 31, 2012.
LITTLE ROCK RACIAL AND CULTURAL DIVERSITY COMMISSION:
Zahid Abbasi, appointed to serve the unexpired term left vacant by the late Dr. Edith Altheimer,
said term expiring March 31, 2010.
N. Wesley Hunt, appointed to serve the unexpired term left vacant by the resignation of Pamela
Brown, said term expiring March 31, 2010.
Michael S. Moore, appointed to serve the unexpired term left vacant by the resignation of
Deloise A. Springer, said term expiring March 31, 2009.
David Prater, appointed to serve the unexpired term, replacing Spirit Trickey- Rowan, said term
expiring March 31, 2011.
SECTION 2. This resolution shall be in full force and effect from and after its adoption.

During the regular Little Rock Advertising & Promotion Commission meeting, on
Wednesday, October 1, 2008, the Commission voted unanimously to go into
executive session, where upon it discussed a candidate to fill the vacant industry
position on the Commission; vacated by Blair Allen. The Commission
reconvened in public session and reported its appointment of Philip A. Tappan to
the industry position.
Pursuant to Ark. Code Ann, Section 26- 75- 605(d), we forward notice of this
appointment for the City's action. The Commission recommends that the City
Board of Directors, during their Board meeting on Tuesday, October 7, 2008
approve the appointment of Mr. Tappan to the vacant industry position.
Biographical information on the appointee is attached.
The Commission is excited about the strength of experience and diversity that
Mr. Tappan will bring as a citizen volunteer.

Dear Mayor Stodola;
As you know, the Little Rock Advertising and Promotion Commission has made
significant changes, both internal and external, during the past two years to
enhance transparency and clarify the Commission's authority, procedures and
responsibility. These additional checks and balances have been healthy as we
continue to see growth within our industry.
While remaining an autonomous commission that has overseen substantial
growth in collections, we work hand -in -hand with the city of Little Rock to help
further support the tourism industry in Little Rock while maintaining true to our
core mission, which is statutorily defined.
Furthermore, we continue to collect an increase in the Advertising and
Promotions 2% tax, despite downturn of the economy.
Among our many recent changes has been to further publicize openings and
vacancies on our commission. Despite what the editorial page of our local
paper has stated recently, we have taken great efforts to advertise and solicit
others to apply for our latest open position.
This past spring, during two monthly public commission meetings, we asked any
and all persons interested to submit a letter to us if they were interested in
serving. The Democrat Gazette even referenced our efforts in a news article
dated June 4, 2008. Furthermore, we took out paid advertisements in the
Arkansas Democrat - Gazette and the Arkansas Times, spanning approximately
two weeks. Unfortunately, not a single letter of interest was ever received.
While we were shocked at the lack of interest, it should have been of no
surprise. The city of Little Rock makes great strides to publicize openings on the
various city Commissions yet many of those seats go unfilled or the time of
application has to be extended beyond reason to receive any interest at all.
While our latest seat remained vacant for over four months without a single
letter of interest, we are fortunate to finally find a person who is willing to serve.
Phillip Tappan came forward and expressed an interest after being
approached by myself and others and we are pleased to nominate him for the
commission. I feel strongly that even if we had had a whole slate of applicants
that we couldn't of found a better candidate. I have high hopes and
aspirations for Mr. Tappan, and I believe he will help further our mission.
