3 A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF LITTE ROCK
4 TO UTILIZE STATE OUTDOOR GRANT FUNDS FOR CONCESSION AND BALL
5 FIELD IMPROVEMENTS AT ROSEDALE PARK; AND FOR OTHER PURPOSES.

7 WHEREAS, the City of Little Rock and the Rosedale Optimist Club have an agreement to allow the
8 Parks and Recreation Department to manage five ball fields near Colonel Glenn Road and John Barrow
9 Road, and
10 WHEREAS, participation in the program at the Rosedale Park has grown substantially but
11 considerable development and improvements are required to upgrade the facility to current standards,
12 and
13 WHEREAS, there is State outdoor grant available that would provide $250,000 in funds for the
14 improvement of the fields, concession buildings, restrooms, irrigation, lighting, accessibility and other
15 related facilities, and
16 WHEREAS, donation of the subject land will provide the City's share of the State's 50/50 match
17 program;
18 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
19 ROCK, ARKANSAS:
20 Section 1. The City Manager, or his designee, is hereby authorized to apply for the State outdoor
21 grant for Rosedale Park and to execute all appropriate agreements and contracts necessary for such
22 application and completion of this project.
23 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause,
24 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
25 declaration or adjudication shall not affect the remaining portions of the resolution which shall remain
26 in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not
27 originally a part of the resolution.
28 Section 3. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
29 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
