RESOLUTION NO. 12,733
A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER INTO AN
AGREEMENT WITH RIVER CITY MINISTRIES OF PULASKI COUNTY, INC. TO
OPERATE A DAY RESOURCE CENTER IN AN AMOUNT NOT TO EXCEED
$200,000; AND FOR OTHER PURPOSES.
WHEREAS, the City desires to add daytime services for homeless individuals and families in the
Central Arkansas area as stated in the Ten Year Plan to End Chronic Homelessness; and
WHEREAS, the City issued a Request for Proposals ( "RFP ") for a Homeless Day Resource Center
Services provider (Bid# C08006); and
WHEREAS, River City Ministries of Pulaski County, Inc. ( "River City Ministry") was deemed the
Lowest cost responsive and responsible bidder by a review committee; and
WHEREAS, the review committee recommends River City Ministry for this contract award.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:
Section 1. The City Manager is hereby authorized to enter into an agreement with River City
Ministries of Pulaski County, Inc. for a day resource center to provide services to homeless individuals
and families in the Central Arkansas area, in a form to be approved by the City Attorney, for a term of
one (1) year in an amount not to exceed $277,000.
Section 2. This contract may be extended for one additional one -year period upon sufficient
appropriation and mutual agreement of the parties.
Section 3. Funding for these services will come from account No. 108129 S10T560 63390, with the
City of North Little Rock contributing the amount of $75,000.
Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause,
phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
declaration or adjudication shall not affect the remaining portions of the resolution which shall remain
in full force and effect as if the portion so declared or adjudged invalid or unconstitutional were not
originally a part of the resolution.
