A RESOLUTION TO AWARD A CONTRACT FOR
ENGINEERING SERVICES TO RW BECK FOR
THE EVALUATION OF SOLID WASTE
LANDFILL AND COMPOSTING OPERATIONS
WHEREAS, the City of Little Rock is the owner and operator of solid waste landfill and
composting facilities,
AND, in order to provide competitive and cost - effective services, it is desirable to make a
complete evaluation of the existing operations of the facilities including an evaluation of
potential savings through privatization,
AND, RW Beck consulting engineers was selected through a request for qualification
process (Bid No. 8207) to provide these services.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City Manager is hereby authorized to enter into an agreement with
RW Beck for engineering services for evaluation of landfill operations and privatization
options.
SECTION 2. Funding is to be provided from the Solid Waste operating budget with a
contribution of $25,000 from the Pulaski County Regional Solid Waste District. Amount
for initial evaluation services: $108,873.00
SECTION 3. Severability. In the event any title, section, paragraph, item, sentence,
clause, phrase, or word of this resolution is declared or adjudged to be invalid or
unconstitutional, such declaration or adjudication shall not affect the remaining portions
of the resolution which shall remain in full force and effect as if the portion so declared
or adjudged invalid or unconstitutional was not originally a part of the resolution.
SECTION 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are
inconsistent with the provisions of this resolution, are hereby repealed to the extent of
such inconsistency.
SECTION 5. This resolution will be in full force and effect from and after the date of its
adoption.
