A RESOLUTION MAKING APPOINTMENTS, REAPPOINTMENTS,
AND REINSTATEMENTS TO VARIOUS CITY OF LITTLE ROCK
BOARDS AND COMMISSIONS; AND FOR OTHER PURPOSES.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:
SECTION 1. The following named persons are hearby appointed as a member of the
respective Board or Commission:
LITTLE ROCK ANIMAL SERVICES ADVISORY BOARD
Angela Leake, currently resides in Ward 3, but has been serving as a Ward 5
representative since her appointment on November 11, 2006. Ms. Leake was reappointed to
serve her first full three -year term, but that appointment was transferred to serve as the Ward
1 representative, said term expiring on November 28, 2010.
John Seng, currently resides in Ward 6, but has been serving as a Ward 1 representative
since his appointment on October 18, 2004. Mr. Seng was reappointed to serve a second
term, but that appointment was transferred to serve as the Ward 6 representative, said term
expiring on November 28, 2010.
Lance Lieblong, appointed to serve an unexpired term, representing Ward 3, left vacant
by the resignation of Barbara Lensing who moved out of Ward, said term expiring on
November 28, 2008.
Joseph W. Ghormley, appointed to serve a full three -year term (first), replacing Jean
McNeil, representing Ward 4, said term expiring on November 28, 2010.
Heather Allmendinger, replacing Angela Leake who was moved to the Ward 1 position,
appointed to serve a full three -year term (first), representing Ward 5, said term expiring on
November 28, 2010.
John E. Lamb, Sr., appointed to serve a full three -year term (first), replacing Pam
Adcock, representing Ward 7, said term expiring on November 28, 2010.
LITTLE ROCK BOARD OF ADJUSTMENT
Bob Winchester, reappointed to serve a full three -year term (first), said term expiring
on February 19, 2011.
Scott Smith, appointed to serve a full three -year term (first), said term expiring on
February 19, 2011.
LITTLE ROCK COMMUNITY HOUSING ADVISORY BOARD
Dr. Grover Evans, reinstated to completed his current term, said term expiring on June
2, 2009.
LITTLE ROCK CITY BEAUTIFUL COMMISSION
Lynn Mittelstaedt Warren, appointed to serve an unexpired term left vacant by the
resignation of James N. Vandenberg, serving as an At -Large member, said term expiring
on October 19, 2008.
William Wiedower, appointed to serve a full three -year term (first), serving as an
Architect, said term expiring on October 19, 2010.
LITTLE ROCK CONSTRUCTION BOARD OF ADJUSTMENTS AND APPEALS
Edward E. Peek, appointed to serve a full four -year term (first), replacing Terry Burruss,
serving as the Architect member, said term expiring on January 5, 2012.
MACARTHUR MILITARY HISTORY MUSEUM COMMISSION
Glenn R. Davis, reappointed to serve a full three -year term (third), said term expiring
on February 21, 2011.
Joyce Elliott, reappointed to serve a full three -year term (second), said term expiring on
February 21, 2011.
Hermann Ivester, reappointed to serve a full three -year term (third), said term expiring
on February 21, 2011.
Linda Norton, reappointed to serve a full three -year term (third), said term expiring on
February 21, 2011.
Stacy Williams, reappointed to serve a full three -year term (second), said term expiring
on February 21, 2011.
Dan Daugherty, reappointed to serve a full three -year term (first), replacing John R.
Fordyce, III, said term expiring on February 21, 2011.
James L. Hobson, Jr., reappointed to serve a full three -year term (first), replacing Jason
Hendron, said term expiring on February 21, 2011.
Ginger Kimes, reappointed to serve a full three -year term (first), replacing Holt
McConnell, said term expiring on February 21, 2011.
Alex Vernon, reappointed to serve a full three -year term (first), replacing Steven
Straessle, said term expiring on February 21, 2011.
The appointment to a third term for Commissioner's Davis, Ivester, and Norton will contribute to the
museum's growth and financial success. Each of the three members currently serve in leadership
position on the Commission and have been involved with the museum fundraisers in 2003, 2005, and
2007. Each has either contributed a significant amount to the fundraiser or secured significant
sponsorship through their business connections. In addition, Mrs. Norton is a member of the Aesthetic
Club, which has met in the building since 1894 and has provided financial support to the museum since
it opened in 2001.
MIDTOWN REDEVELOPMENT DISTRICT NO. 1 ADVISORY BOARD
Howard Baker Kurrus, serving as the Little Rock School Board representative,
reappointed to serve a full three -year term (second), said term expiring on March 31, 2011.
Jonathan Timmis, appointed to serve a full three -year term (first), serving as a business
representative effective March 31, 2008, said term expiring on March 31, 2011.
LITTLE ROCK PARKS AND RECREATION COMMISSION
J.J. Lacey Jr., reappointed to serve a full three -year term (second), said term expiring
on January 31, 2011.
Robby Vogel, reappointed to serve a full three -year term (first), said term expiring on
January 31, 2011.
LITTLE ROCK RACIAL AND CULTURAL DIVERSITY COMMISSION
Mary Parham, reappointed to serve a full three -year term (first), said term expiring on
March 31, 2011.
Dennis Burrow, reappointed to serve a full three -year term (second), said term expiring
on March 31, 2011.
LITTLE ROCK SISTER CITIES COMMISSION
Johnnie Pugh, reappointed to serve a full five -year term (first), said term expiring on
January 5, 2013.
Bryan J. Barnhouse, appointed to serve an unexpired term left vacant by the resignation
of Leon Matthews, said term expiring on January 5, 2010.
Emma Jane Ohnemus, reappointed to serve a full five -year term (second), said term
expiring on January 5, 2013.
Penelope Sur, appointed to serve a full five -year term (first), replacing Sherman Banks,
said term expiring on January 5, 2013.
LITTLE ROCK ZOO BOARD OF GOVERNORS
J. J. Vigneault, reappointed to serve a full three -year term (second), said term expiring
on February 16, 2011.
Sam Walls, Ill, appointed to serve a full three -year term, replacing Beth Milligan, said
term expiring on February 16, 2011.
LITTLE ROCK ARTS AND CULTURE COMMISSION
Dr. David Belcher, reappointed to serve a full three -year term (first), said term expiring
on April 2, 2010.
Andrew C. Irvin, reappointed to serve a full three -year term (first), said term expiring
on April 2, 2010.
H. Terry Rasco, reappointed to serve a full three -year term (first), said term expiring on
April 2, 2010.
Ken Milton, appointed to serve a full three -year term (first), replacing Reita Walker
Miller, said term expiring on April 2, 2010.
ARKANSAS MUSEUM OF DISCOVERY
Gertrude Clark, reappointed to serve a full three -year term (third), said term expiring
on December 31, 2010.
Edmond Hurst, reappointed to serve as a third term ex- officio member.
Gertrude Clark and Edmond Hurst were reappointed to third terms because they are serving on the
capital campaign committee which is charged with raising $3.5 million to match a challenge grant
from the Donald W. Reynolds Foundation. Their continued service is key to the success of a $10
million renovation and a $4 million endowment for the Museum of Discovery.
Bruce Cross, reappointed to serve a full three -year term (second), said term expiring on
December 31, 2010.
Ellen Gray, appointed to serve a ful I three -year term (first), said term expiring on
December 31, 2010
Todd Newton, appointed to serve a full three -year term (first), said term expiring on
December 31, 2010.
Jerry Vascocu, appointed to serve a full three -year term (first), said term expiring on
December 31, 2010.
SECTION 2. This resolution shall be in full force and effect from and after its adoption.
