3 AN ORDINANCE TO CONDEMN CERTAIN STRUCTURES IN THE CITY OF LITTLE
4 ROCK AS STRUCTURAL, FIRE AND HEALTH HAZARDS; PROVIDING FOR
5 SUMMARY ABATEMENT PROCEDURES; DIRECTING THE CITY ATTORNEY TO
6 TAKE SUCH ACTION AS IS NECESSARY TO RAZE AND REMOVE SAID
7 STRUCTURES; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.

9 WHEREAS, certain structures in the City of Little Rock, Arkansas, have become run -down,
10 dilapidated, unsightly, dangerous, obnoxious and detrimental to the public welfare of the citizens of
11 Little Rock; and
12 WHEREAS, the condition of these structures constitutes a serious structural, fire and health hazard;
13 and
14 WHEREAS, such structures are a public nuisance and are dangerous to the health and safety of the
15 occupants or other persons and, further, are in such condition as to be dangerous to the lives, limbs and
16 property of people in its vicinity or those lawfully passing thereby; and
17 WHEREAS; such structures are declared a nuisance and immediate action is necessary to remedy
18 these situations and said buildings should be rehabilitated by the owners or razed either by the owners
19 or the City of Little Rock.
20 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK,
21 ARKANSAS.
22 Section 1. The Board of Directors hereby declares that the following structures constitute public
23 nuisances. The owners of the following described properties are hereby ordered either to begin
24 rehabilitation by immediately contacting the Department of Housing Et Neighborhood Programs and
25 entering into an agreement providing for the immediate rehabilitation of the structures or to raze and
26 remove said structures within twenty -four (24) hours and to complete such removal within seventy -two
27 (72) hours of the effective date of this Ordinance. While not required by law to do so, the Department
28 of Housing Et Neighborhood Programs will immediately attempt to notify the owners of the property
29 listed below of the passage of this ordinance by certified mail or personal service.
30 The property on which the condemned structures are located by street address and legal
31 description is hereafter set forth with the name of the owners of record, as follows:

2. 3519 W. 13th Street: Owner is deceased. Real estate taxes are delinquent.

4. 4319 W. 13th Street: Owner of record is out -of -state mortgage company. Property has been certified
to State of Arkansas by Pulaski County for non - payment of real estate taxes.

6. 3309 W. 15th Street: Owner of record has address in Little Rock, but has not been located for
issuance of citation.. Real estate taxes are in arrears.
7. 3401 W. 15th Street: Owner of record has address in Little Rock, but has not been located for
issuance of citation. Property certified to State of Arkansas by Pulaski County
for non - payment of real estate taxes.
8. 4504 W. 24th Street: Owner of record has address in Little Rock, but has not been located for
issuance of citation. Real estate taxes in arrears.
9. 4809 W. 24th Street: The owner of the structure lives in Los Angeles, CA. Real estate taxes are in
arrears.
10. 3909 W. 26th St.: The owner of record is shown to live in Little Rock, AR however issuance of
citation has been unsuccessful.
11. 2615 Abigail Street: The owner of the structure lives in the City of Little Rock. Court case dismissed
when owner claimed the property had been relinquished to mortgage holder.
Property has been certified to the State of Arkansas by Pulaski County for non-
payment of real estate taxes.
12. 909 Adams Street: The owner of structure is shown at the address of the abandoned house. Real
estate taxes are in arrears.
13. 1416 Allis Street: The owner of the structure lives in El Paso, Arkansas. The property has been
certified to the State of Arkansas by Pulaski County for non - payment of real
estate taxes.
14. 1518 Booker Street: Owner of record is shown to live in Carrollton, TX. The property has been
certified to the State of Arkansas by Pulaski County for non - payment of real
estate taxes.
15. 1603 S. Elm Street: Owner's last known address is the vacant structure. The property has been
certified to the State of Arkansas by Pulaski County for non - payment of real
estate taxes.
16. 2806 S. Elm Street: Owner of record is shown to live in Little Rock, AR, however code enforcement
has been unsuccessful in locating. Real estate taxes are in arrears.

Officers have been unable to locate owner to issue a citation. The property has
been certified to the State of Arkansas by Pulaski County for non - payment of
real estate taxes.
18. 1812 S. Elm Street: Owner's last known address is in Little Rock, Arkansas. Code Enforcement
Officers have been unable to locate owner to issue a citation. Real estate
taxes are in arrears.
19. 1613 Johnson St.: Owner of record has an address in Little Rock, Arkansas, but code enforcement
has been unsuccessful in locating. Real estate taxes are in arrears.
20. 1615 Johnson St.: Owner of record has an address in Little Rock, Arkansas, but code enforcement
has been unsuccessful in locating. The property has been certified to the State
of Arkansas by Pulaski County for non - payment of real estate taxes.
21. 1623 Johnson St.: Owner of record is located in Houston, Texas.
22. 1502 Martin Street: Owner of record has address in Little Rock, Arkansas, however code
enforcement officers have been unable to locate owner to issue citation. The
property has been certified to the State of Arkansas by Pulaski County for non-
payment of real estate taxes.
23. 9110 Merrivale Dr.: Owner of record lives in Jacksonville, Arkansas. Code Enforcement Officers
have been unable to locate owner to issue a citation. Real estate taxes are in
arrears.
24. 3309 Potter Street: Owner lives in Elgin, Oklahoma.
25. 3401 Potter Street: Owner of record lives in Brinkley, Arkansas. Real estate taxes are in arrears.
26. 3005 Wolfe Street: Owner of record is a LLC in care of attorney in North Little Rock, Arkansas.
Section 2. The conditions of the structures on the above - described property have been found to
present structural, fire and health hazards and are dangerous to the health and safety of the occupants
or other persons, and further, the structures are in such condition as to be dangerous to the lives, limbs
and property of people in its vicinity or those lawfully passing thereby.
Section 3. The City Attorney is hereby authorized to institute such proceedings against such
persons as may be necessary in order to enforce the provisions of this ordinance so as to remedy the
unsightly and dangerous conditions brought about as a result of the failure of the owners thereof to
maintain this property.
Section 4. The Department of Housing and Neighborhood Programs of the City of Little Rock is also
authorized to raze and remove said buildings and file and enforce a lien against said property for the
cost of razing and removing said structures pursuant to Section 20 -32 of the Little Rock Code of
Ordinances.

I Section 5. Unless the provisions of this Ordinance are put into effect immediately, the public
2 health, safety and welfare of the citizens of Little Rock will be adversely affected; therefore, an
3 emergency is hereby declared to exist, and this ordinance shall be in full force and effect from and
4 after its passage.
