2 A RESOLUTION TO AUTHORIZE THE EXECUTION OF AN INTERLOCAL
3 AGREEMENT BETWEEN THE CITY OF LITTLE ROCK, ARKANSAS AND THE CITY
4 OF SHERIDAN, ARKANSAS, GRANTING THE LITTLE ROCK AMBULANCE
5 AUTHORITY ( "LRAA ") D /B /A METROPOLITAN EMERGENCY MEDICAL SERVICES
6 ( "MEMS ") AN EXCLUSIVE FRANCHISE TO PROVIDE AMBULANCE SERVICES TO
7 THE CITY OF SHERIDAN, ARKANSAS; AND FOR OTHER PURPOSES.
8 WHEREAS, the Cities of Little Rock and Sheridan have previously participated in an interlocal
9 agreement for ambulance services which has expired; and
10 WHEREAS, MEMS has represented to this Board that it has the capability and resources to provide
11 ambulance service to Sheridan without increasing expenses, rates, or response times for Little Rock
12 citizens or other participating entities, and
13 WHEREAS, this Board believes that it is beneficial to have MEMS provide ambulance services to the
14 City of Sheridan and thereby promote the health and welfare of the citizens of Little Rock and
15 Sheridan.
16 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
17 ROCK, ARKANSAS:
18 Section 1. The Board hereby authorizes the Mayor to enter into a five (5) year interlocal
19 agreement with the City of Sheridan, Arkansas, granting MEMS an exclusive franchise to provide
20 ambulance services (emergency and non - emergency) to the City of Sheridan. Sheridan's subsidy
21 requirement for 2008 is included in the 2008 Grant County subsidy. Any future subsidy is subject to
22 negotiation on an annual basis.
23 Section 2. Severability. In the event any portion of this resolution is declared or adjudged to be
24 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of
25 this resolution, which shall remain in full force and effect as if the portion so declared or adjudged
26 invalid or unconstitutional was not originally a part of this resolution.
27 Section 3. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
28 any provision of this resolution are hereby repealed to the extent of such conflict.
