AN ORDINANCE APPROVING A PLANNED ZONING
DEVELOPMENT AND ESTABLISHING A PLANNED
COMMERCIAL DISTRICT TITLED COULSON OIL COMPANY
SHORT -FORM PCD (Z- 8260), LOCATED ON THE NORTHEAST
CORNER OF STAGECOACH AND DAVID O DODD ROADS,
LITTLE ROCK, ARKANSAS, AMENDING THE OFFICIAL
ZONING MAP OF THE CITY OF LITTLE ROCK; AND FOR
OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That the zoning classification of the following described property
be changed from R -2, Single - family to PCD:
Part of Plot 1 of JT Abrahams Subdivision of the NW 1/4 SW `/4 Section 27,
T -1 -N, R -13 -W Pulaski County, Arkansas more particularly described as
follows, to -wit: Beginning at the SW corner of said Plot 1; thence N35 0E
along the easterly right of way line of the Hot Springs Highway now
known as Stage Highway #5, a distance of 109 feet; thence S49 °14'E a
distance of 135 feet; thence S37 °45'W 123.1 feet, more or less, to the
southern boundary of Plot 1 135 feet to the point of beginning. AND Part
of Plot 1 of Abraham's Subdivision of the NW '/4 of the SW 1/4 Section 27,
T -1 -N, R -13 -W, Pulaski County, Arkansas, more particularly described as
follows: Beginning at a point on the SE right of way line of Hot Springs
Highway, known as State Highway #5, 109 feet N35 °E 102 feet, more or
less or to Chalybeate Branch; thence along the centerline of Chalybeate
Branch in an easterly direction of distance of 215 feet, more or less; thence
S35 °W 175 feet more or less to a point located 123.1 feet from the
southwesterly side of said Plot l; thence N49'1 4'W a distance of 215 feet
to the point of beginning.
SECTION 2. That the approval of Coulson Oil Company Short-form PCD
(Z- 8260), located on the Northeast corner of Stagecoach and David O Dodd Roads is
subject to compliance with the following additional conditions:
• That the preliminary site development plan/plat be approved as
submitted, including all staff comments and conditions as outlined in
the Planning Commission Agenda Staff Report in paragraphs D, E, F
and including any conditions indicated in the staff analysis in
paragraph H and subject to additional conditions imposed at the
Planning Commission Public Hearing as amended by the applicant.
SECTION 3. That the preliminary site development plan/plat be approved as
recommended by the Little Rock Planning Commission.
SECTION 4. That the change in zoning classification contemplated for Coulson
Oil Company Short -form PCD (Z- 8260), located on the Northeast corner of Stagecoach
and David O Dodd Roads is conditioned upon obtaining a final plan approval within the
time specified by Chapter 36, Article VII, Section 36 -454 (e) of the Code of Ordinances.
SECTION 5. That the map referred to in Chapter 36 of the Code of Ordinances
of the City of Little Rock, Arkansas, and designated district map be and is hereby
amended to the extent and in the respects necessary to affect and designate the change
provided for in Section 1 hereof.
SECTION 6. That this Ordinance shall not take effect and be in full force until
the final approval of the plan.
SECTION 7. Severability. In the event any title, section, paragraph, item,
sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid
or unconstitutional, such declaration or adjudication shall not affect the remaining
portions of the ordinance which shall remain in full force and effect as if the portion so
declared or adjudged invalid or unconstitutional was not originally a part of the
ordinance.
SECTION 8. Repealer. All laws, ordinances, resolutions, or parts of the same
that are inconsistent with the provisions of this ordinance are hereby repealed to the
extent of such inconsistency.
