3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A
4 PURCHASE AGREEMENT WITH FRIENDS OF THE CAROUSEL, INC. FOR THE
5 PURCHASE OF THE OVER- THE -JUMPS CAROUSEL IN THE AMOUNT OF
6 $150,000; AND FOR OTHER PURPOSES.

WHEREAS, the Over- the -Jumps Carousel is an antique Herschell- Spillman carousel that first
came to Little Rock at the state fair held at State Fair Park, now known as War Memorial Park, in 1924,
the year it was manufactured, and
WHEREAS, the Over- the -Jumps style of carousel, of which only a handful or so were ever built,
has an undulating track that gives riders the impression of riding on jumping or flying horses, and
WHEREAS, from 1942 until 1991, the Over- the -Jumps Carousel was located north of the Zoo
and was happily ridden by generations of Arkansans and visitors to the City, and
WHEREAS, Friends of the Carousel, Inc. was formed to purchase, restore, and repair this
historic landmark and to put it back into operation for the benefit of future generations, and
WHEREAS, the carousel, the only one of its kind left in existence, has been painstakingly
restored at great cost and has been placed on the National Register of Historic Places as being of
national significance, and is now being installed at the Little Rock Zoo, and
WHEREAS, Little Rock citizens voted for bond funding to build a cover for the carousel at the
Little Rock Zoo, which has been accomplished, and
WHEREAS, in 2004, the City and Friends of the Carousel, Inc. entered into a 99 -year lease of
the carousel that provided for a division between them of the proceeds from all carousel rides and
rentals, and
WHEREAS, Friends of the Carousel, Inc. would like for the Over- the -Jumps Carousel to be a
permanent part of the Zoo and is wilting to sell it to the City for $150,000, much less than its actual
value, which amount will pay off the debt remaining for all the restoration and repair work on the
carousel and will allow the Zoo to have all the proceeds from the carousel rides and rentals, and
WHEREAS, the Little Rock Civitan Club, a local community service organization that has for
decades supported the Zoo and other civic projects in Little Rock, has generously donated $50,000 of
the $150,000 needed for the purchase of the carousel.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:
Section 1. The Board of Directors hereby authorizes the City Manager to enter into a purchase
agreement with Friends of the Carousel, Inc. to purchase the restored antique carousel that operated
at War Memorial Park for approximately 50 years, known as the Over- the -Jumps Carousel, in the

I amount of $150,000, with $50,000 of that amount provided by the Little Rock Civitan Club. The City
2 Manager is authorized to execute the purchase agreement in a form acceptable to the City Attorney.
3 Funds for this purchase have been appropriated from account numbers 607101 -72200 ($125,000) and
4 STF325659 -72200 ($25,000).
5 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause,
6 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
7 declaration or adjudication shall not affect the remaining portions of the resolution, which shall remain
8 in full force and effect as if the portion so declared or adjudged invalid or unconstitutional were not
9 originally a part of the resolution.
10 Section 3. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with
11 this resolution are hereby repealed to the extent of such inconsistency.
