3 A RESOLUTION TO AWARD A CONTRACT TO MESA LANDSCAPE ARCHITECTS,
4 INC. IN THE AMOUNT OF $96,000 TO PROVIDE ARCHITECTURAL AND
5 RELATED ENGINEERING SERVICES FOR THE CONSTRUCTION OF A CHEETAH
6 EXHIBIT; AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT
7 WITH MESA LANDSCAPE ARCHITECTS, INC. FOR SUCH SERVICES; AND FOR
8 OTHER PURPOSES.

WHEREAS, Cheetahs are one of the most popular cat species in zoos today, and
WHEREAS, a public meeting was held at the Little Rock Zoo in June of 2007 and the citizens
attending selected cheetahs, an endangered species, as their top choice for a new animal exhibit for
the Zoo, and
WHEREAS, private contributions, including a major donation from the Laura P. Nichols
Foundation, have been made to the Arkansas Zoological Foundation for the construction of a Cheetah
Exhibit, and
WHEREAS, the Zoo determined that it would like to have an exhibit that will not only be a
breeding program but also will explain the relationship between the Cheetah, which is an African
predator, and the Anatolian Shepard Dog, which will be used in outreach programs to highlight
conservation efforts with the Cheetah Conservation Fund, and
WHEREAS, a Request for Qualifications was recently issued for architectural and engineering
services for construction of a Cheetah Exhibit and MESA Landscape Architects, Inc. was selected as the
most qualified to perform such services, and
WHEREAS, MESA Landscape Architects, Inc. represents that it is capable of and desirous of
performing the needed services.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:
Section 1. The Board of Directors hereby awards a contract to MESA Landscape Architects, Inc.
in an amount not to exceed $96,000 to provide architectural and related engineering services for the
construction of a Cheetah Exhibit at the Little Rock Zoo. The City Manager is authorized to execute a
contract with MESA Landscape Architects, Inc. for these services in a form acceptable to the City
Attorney and with the contract to be signed within thirty (30) days. Funds for this contract have been
appropriated in Zoo Account #
Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause,
phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
declaration or adjudication shall not affect the remaining portions of the resolution, which shall remain

in full force and effect as if the portion so declared or adjudged invalid or unconstitutional were not
originally a part of the resolution.
Section 3. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with
this resolution are hereby repealed to the extent of such inconsistency.
