3 AN ORDINANCE TO AUTHORIZE RENEWAL OF SOFTWARE
4 CONTRACT TO IBM FOR THE CITY'S MAINFRAME COMPUTER
5 OPERATION SYSTEM; AND FOR OTHER PURPOSES.

7 WHEREAS, since 1987 the City of Little Rock has operated the City's mainframe
s computers using IBM's VSE /ESA operating system, to support legacy systems such as
9 Finance, Payroll and Public Safety operations, and
10 WHEREAS, the operating system supplied by IBM is foundation, upon which all
11 City legacy applications have been built, and
12 WHEREAS, the yearly license and maintenance fee allows the City to receive
13 new releases of software as it becomes available from IBM, as well as maintenance to
14 the software as deemed necessary by IBM.
15 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
16 OF THE CITY OF LITTLE ROCK, ARKANSAS:
17 Section 1. The City Manager is authorized to execute a contract with IBM for an
18 annual renewal of the software contract for the City's mainframe computer operating
19 system in the amount of Fifty-three Thousand, Seven Hundred Seventy-four and 25/100
20 Dollars ($53,774.25).
21 Section 2. Funds are available from Account #100 113 1350, with one -sixth of the
22 cost, in the approximate amount of $8,962.37, to be expensed in the 2003 budget and the
23 remainder to be expensed in the 2004 budget.
24 Section 3. Severability. In the event any title, section, paragraph, item,
25 sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid
26 or unconstitutional, such declaration or adjudication shall not affect the remaining

1 portions of the ordinance which shall remain in full force and effect as if the portion so
2 declared or adjudged to be invalid or unconstitutional was not originally a part of the
3 ordinance.
4 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same
5 that are inconsistent with the provisions of this ordinance are hereby repealed to the
6 extent of such inconsistency.
