189712004001609 01/07/2884 11:14 :28 AN Filed 8 Recorded in Official Records of CAROLYN STALEY PULASKI COUNTY 1 ORDINANCE NO. 18,971 CIRCUIT /COUNTY CLERK Fees $11.00 2 3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., ORDINANCE NO. 4 18,798 (DECEMBER 17, 2002), TO ADJUST THE FISCAL YEAR 2003 BUDGET 5 ORDINANCE TO NOTE 2002 ENCUMBRANCE ROLLOVERS, TRANSFERS 6 BETWEEN FUNDS, AND OTHER ADJUSTMENTS; TO DECLARE AN 7 EMERGENCY; AND FOR OTHER PURPOSES. 8 9 WHEREAS, the City approved a comprehensive budget for the City of Little Rock, 10 Arkansas, in Little Rock, Ark., Ordinance No. 18,798 (December 17, 2002), and 11 WHEREAS, it is appropriate to adjust the ordinance to reflect operational changes in the 12 General Fund, and where necessary to authorize the increase in the fiscal year 2003 line items for 13 these and other matters, and 14 WHEREAS, the City Manager and the Director of Finance & Treasurer, in compliance with 15 City budget and financial reporting policies, have reviewed these adjustments and recommend them 16 to the Board of Directors for approval, 17 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 18 THE CITY OF LITTLE ROCK, ARKANSAS: 19 Section 1. Section 4 of Little Rock, Ark., Ordinance No. 18,798 (December 17, 2002) is 20 hereby amended so the General Fund amount will decrease by one million sixty -eight thousand 21 three hundred and twenty -one dollars ($1,068,321), to reflect reductions in operating budgets for 22 General fund departments, to the amount of one hundred and one million seven hundred twenty -two 23 24 25 26 27 28 29 30 31 thousand nine hundred and fifty dollars (101,722,950.00). Section 2. The Director of Finance & Treasurer is directed to maintain appropriate records which provide greater detail for the adjustments set forth in this ordinance as reflected in the materials provided to the Board of Directors for the October 21, 2003, meeting. Section 3. Severabiiity. In the event any title, section, paragraph, item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and effect as if the portion so declared or adjudged was not originally a part of the ordinance. All ordinances, resolutions, bylaws, and other matters inconsistent 2 with this ordinance are hereby repealed to the extent of such inconsistency. 3 Section 5. Emergency.
