18952• • ORDINANCE NO. 18,952 2 3 AN ORDINANCE TO REQUIRE ELECTRONIC RECORDKEEPING BY 4 OWNERS AND OPERATORS OF PAWNSHOPS, PAWNBROKERS 5 AND DEALERS IN SECONDHAND GOODS DOING BUSINESS IN 6 THE CITY OF LITTLE ROCK; DECLARING AN EMERGENCY; AND 7 FOR OTHER PURPOSES. H 9 WHEREAS, Ark. Code Ann. § 12 -12 -103 requires each and every pawnshop and 10 pawnbroker doing business in the State of Arkansas to keep a record showing in detail 11 all property pawned with them, and 12 WHEREAS, pursuant to Ark. Code Ann. § 12 -12 -103, such records are required 13 to be made available to police agencies of the municipality in which the pawnshop or 14 pawnbroker is located at any and all reasonable times, and 15 WHEREAS, pursuant to state law, Little Rock, Ark., Rev. Code § 17 -178 (1988) 16 requires every pawnbroker or dealer in secondhand, goods to maintain and provide 17 certain information to the Little Rock Police Department, and 18 WHEREAS, in order to maintain an accurate and efficient system for inputting 19 such records and information for law enforcement purposes, there is a substantial need 20 for local law enforcement officers to access such records electronically. 21 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS 22 OF THE CITY OF LITTLE ROCK, ARKANSAS: 23 Section 1.
