AN ORDINANCE APPROVING A PLANNED ZONING
DEVELOPMENT AND ESTABLISHING A PLANNED
RESIDENTIAL DISTRICT TITLED BLACKTHORN
SUBDIVISION REVISED SHORT -FORM PD -R (Z- 6378 -B)
LOCATED ON THE NORTH SIDE OF TAYLOR LOOP
ROAD, WEST OF OAKS BLUFF DRIVE, IN THE CITY OF
LITTLE ROCK, ARKANSAS, AMENDING THE
OFFICIAL ZONING MAP OF THE CITY OF LITTLE
ROCK; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That the zoning classification of the following described property
be changed from PD -R to Revised PD -R:
Part of the fractional N ''h, NW ' /4. SW %4, Section 19, Township 2 North,
Range 13 West, City of Little Rock, Pulaski County, Arkansas, more
particularly described as follows:
Commencing at the SE Corner of said N %, NW/4. S W ' /4; thence North
07 °52'44" East for a distance of 32.85 feet to a found 94 rebar on the
North ROW line of Taylor Loop Road, and the SW Corner of Lot 1,
Westchester Subdivision Phase VI and the Point of Beginning; thence
along the West line of said Westchester Subdivision North 00 002'56"
West for a distance of 300.21 feet to a found #4 rebar and the SE corner
of Lot 27, Heatherbrea Subdivision; thence along the south line of said
Lot 27 South 89 °54'40" West for a distance of 119.73 feet to a found 44
rebar; thence continuing along said south line North 73 °03'29" west for
a distance of 82.45 feet to a found #4 rebar at the SE corner of Lot 28,
Heatherbrea Subdivision; thence along the East line of the Replatted Lot
29 South 24 °37'44" West for a distance of 101.12 feet to a found #4
rebar at the SE corner of said Replatted Lot 29; thence South 14 °15'56"
West for a distance of 167.75 feet to a set iron pin on the North ROW
line of Taylor Loop Road; thence South 76 011149" East along said north
ROW for a distance of 290.65 feet to the point of beginning, containing
1.60 acres, more or less.
SECTION 2. That the preliminary site development plan/plat be
recommended by the Little Rock Planning Commission.

SECTION 3. That the change in zoning classification contemplated -a fofi
Blackthorn Subdivision Revised Short-form PD -R is conditioned upon obtaining a final'
plan approval within the time specified by Chapter 36, Article VII, Section 36 -454 (e) of
the Code of Ordinances.

SECTION 4. That the map referred to in Chapter 36 of the Code of Ordinances
of the City of Little Rock, Arkansas, and designated district map be and is hereby
amended to the extent and in the respects necessary to affect and designate the change
provided for in Section 1 hereof.
SECTION 5. That this Ordinance shall not take effect and be in full force until
the final approval of the plan.
SECTION 6. Severability. In the event any title, section, paragraph, item,
sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid
or unconstitutional, such declaration or adjudication shall not affect the remaining
portions of the ordinance which shall remain in full force and effect as if the portion so
declared or adjudged invalid or unconstitutional was not originally a part of the
ordinance.
SECTION 7. Repealer. All laws, ordinances, resolutions, or parts of the same
that are inconsistent with the provisions of this ordinance are hereby repealed to the
extent of such inconsistency.
