3 AN ORDINANCE TO AMEND THE PARKS CODE AT LITTLE
4 ROCK, ARK. REV. CODE § 22 -39 TO ALLOW OFF -LEASH
5 AREAS FOR DOGS IN AREAS SPECIFICALLY IDENTIFIED AS
6 PARK DOG RUN AREAS; AND FOR OTHER PURPOSES.

8 WHEREAS, existing City law requires dogs in parks to be restrained at all times
9 on a leash not longer than five (5) feet, and
10 WHEREAS, some citizens of Little Rock have expressed a desire to have a
11 dedicated area in a City park where they may allow their dogs to run free and be
12 exercised under supervision, and
13 WHEREAS, it is desirable to have the amenity of a dog park or park dog run
14 areas within the City limits where dog owners may take their dogs off a leash and allow
15 them to run, play or exercise freely while under supervision.
16 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
17 OF THE CITY OF LITTLE ROCK, ARKANSAS:
18 Section 1. Little Rock, Ark. Rev. Code § 22 -39(d) is hereby amended to be read
19 in its entirety as follows:
20 (d) It shall be unlawful to permit a dog to run loose within a park
21 unless (1) in an area identified as a park dog run, (2) under supervision of
22 the owner or other caretaker, and (3) the owner or caretaker of the dog
23 adheres to all rules established for such dog run area. At all other times,
24 dogs shall be restrained on adequate leashes not longer than five (5) feet in
25 length.

Section 2. Severability. In the event any title, section, paragraph, item,
sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid
or unconstitutional, such declaration or adjudication shall not affect the remaining
portions of the ordinance which shall remain in full force and effect as if the portion so
declared or adjudged invalid or unconstitutional was not originally a part of the
ordinance.
Section 3. Repealer. All ordinances, resolutions, bylaws, and other matters
inconsistent with this ordinance are hereby repealed to the extent of such inconsistency.
