3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., ORDINANCE NO.
4 18,798 (DECEMBER 17, 2002), AS AMENDED, TO ADJUST THE FISCAL
5 YEAR 2003 BUDGET ORDINANCE TO NOTE 2002 ENCUMBRANCE
6 ROLLOVERS, TRANSFERS BETWEEN FUNDS, AND OTHER
7 ADJUSTMENTS; TO DECLARE AN EMERGENCY; AND FOR OTHER
8 PURPOSES.

10 WHEREAS, the City approved a comprehensive budget for the City of Little Rock,
11 Arkansas, in Little Rock, Ark., Ordinance No. 18,798 (December 17, 2002), as amended by
12 Little Rock, Ark., Ordinance No. 18,854 (April 15, 2003), and
13 WHEREAS, it is appropriate to adjust the ordinance to reflect operational changes
14 in the General, Street, Fleet, Solid Waste, Concessions, War Memorial Fitness Center, Zoo
15 and Golf Funds, and where necessary to authorize the increase in the fiscal year 2003 line
16 items for these and other matters, and
17 WHEREAS, the City Manager and the Director of Finance & Treasurer, in
18 compliance with City budget and financial reporting policies, have reviewed these
19 adjustments and recommend them to the Board of Directors for approval,
20 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
21 THE CITY OF LITTLE ROCK, ARKANSAS:
22 Section 1. Section 4 of Little Rock, Ark., Ordinance No. 18,798 (December 17,
23 2002), as amended, is hereby amended to reallocate the sum of three hundred and thirty-
24 fourt thousand nine hundred and forty dollars ($334,940.00) among departments within
25 the General Fund so the Total General Fund amount will remain at the amount of one

hundred and two million seven hundred and ninety-one thousand two hundred and
seventy-one dollars ($102,791,271.00).
Section 2. Section 4 of Little Rock, Ark., Ordinance No. 18,798 (December 17,
2002), as amended, is hereby amended so the Street Fund amount will increase by eighty-
nine thousand nine hundred and eighty-nine dollars ($87,989.00), to reflect an increase in
nonuniform pension cost, to the amount of thirteen million six hundred fifty-nine
thousand five hundred and twenty-five dollars ($13,659,525.00).
8 Section 3. Section 4 of Little Rock, Ark., Ordinance No. 18,798 (December 17,

2002), as amended, is hereby amended so the Fleet Fund amount will increase by eight
thousand and forty-two dollars ($8,032.00), to reflect an increase in nonuniform pension
costs, to the amount of six million five hundred and ninety-one thousand and eighty
dollars ($6,591,080.00).
Section 4. Section 4 of Little Rock, Ark., Ordinance No. 18,798 (December 17,
2002), as amended, is hereby amended so the Waste Disposal Fund amount will increase
by fifty-five thousand eight hundred and eleven dollars ($55,811.00), to reflect an increase
in nonuniform pension costs to the amount of fourteen million five hundred and fifty-
three thousand and six dollars ($14,553,006.00).

2002), as amended, is hereby amended so the Golf Fund amount will decrease by forty-one
thousand four hundred and eighty-three dollars ($41,483.00), to reflect wastewater charges
and changes in concessions, to the amount of one million seven hundred and twenty-two
thousand eight hundred and twenty-nine dollars ($1,722,829.00).
Section 6. Section 4 of Little Rock, Ark., Ordinance No. 18,798 (December 17,
2002), as amended, is hereby amended so the Concession Fund amount will increase by
sixty thousand eight hundred and forty dollars ($60,840.00), to reflect changes in

1 concessions, to the amount of one hundred and sixty-seven thousand eight hundred and
2 seventy-four dollars ($167,874.00).
3 Section 7. Section 4 of Little Rock, Ark., Ordinance No. 18,798 (December 17,
4 2002), as amended, is hereby amended so the War Memorial Fitness Center Fund amount
5 will increase by seven thousand and sixty-two dollars ($7,062.00), to reflect wastewater
6 charges, to the amount of seven hundred and ninety thousand nine hundred and ninety-
7 nine dollars ($790,998.00).
8 Section 8. Section 4 of Little Rock, Ark., Ordinance No. 18,798 (December 17,
9 2002), as amended, is hereby amended so the Zoo Fund amount will increase by sixty-six
to thousand one hundred and eighty- three dollars ($66,183.00), to reflect wastewater
11 charges, to the amount of three million one hundred and eighty-six thousand and forty-
12 four dollars ($3,186,044.00).
13 Section 9. The Director of Finance & Treasurer is directed to maintain
14 appropriate records which provide greater detail for the adjustments set forth in this
15 ordinance as reflected in the materials provided to the Board of Directors for the August 4,
16 2003, meeting.
17 Section 10. Severability. In the event any title, section, paragraph, item, sentence,
18 clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
19 unconstitutional, such declaration or adjudication shall not affect the remaining portions
20 of the ordinance which shall remain in full force and effect as if the portion so declared or
21 adjudged invalid or unconstitutional was not originally a part of the ordinance.
22 Section 11. Repealer. All ordinances, resolutions, bylaws, and other matters
23 inconsistent with this ordinance, particularly and not limited to Little Rock, Ark.,
24 Ordinance No. 18,798 (December 17, 2002), and Little Rock, Ark., Ordinance No. 18,854
25 (April 15, 2003), are hereby repealed to the extent of such inconsistency.

account for its fiends is essential to maintain the public health, safety and welfare; an emergency is,

therefore, declared to exist and this ordinance shall be in
full force and effect from and after the date

of its passage.
