188410 0 I ORDINANCE NO. 18,841 2 3 AN ORDINANCE TO AMEND CHAPTER 17 OF THE LITTLE 4 ROCK CODE, 1988 TO INCREASE BUSINESS LICENSE FEES 5 FOR THOSE COMPANIES RENTING OR LEASING AUTOS 6 AND /OR TRUCKS; TO DEDICATE REVENUES FOR THE 7 PAYMENT OF BOND ISSUE DEBT SERVICE AND 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 OPERATION OF THE RIVER MARKET PARKING GARAGE /DECK; AND FOR OTHER PURPOSES. WHEREAS, the construction of a parking garage /deck is desirable for the River Market area of the City of Little Rock to meet parking needs of that area, and WHEREAS, additional revenue is needed in order to provide funding for bond issue debt service and operations of the above parking garage /deck located at 2nd and Commerce Streets, and WHEREAS, a substantial number of rental autos and trucks will be utilized for transportation to and from the River Market area of Little Rock. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1. All business license fees including base fees received from the rental and /or 3 leasing of automobiles and trucks [classifications (31); (32); (33); section 17 -52 schedule 4 of license taxes shall be applied to the payment of bond issue debt service utilized in the 5 building of a parking garage /deck located in the River Market area of Little Rock at 2nd 6 and Commerce Streets. Any excess fees after payment of debt service shall be used for 7 operation of the above parking garage /deck. 8 Section 3. Severabiliry. In the event any portion of this ordinance is declared or 9 adjudged to be invalid or unconstitutional, such declaration or adjudication shall not 10 affect the remaining portions of this ordinance, which shall remain in full force and 11 effect as if the portion so declared or adjudged invalid or unconstitutional was not 12 originally a part of this ordinance.
