187621 ORDINANCE NO. 18,762 3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., ORDINANCE NO. 18607 4 (DECEMBER 18, 2001), TO ADJUST THE FISCAL YEAR 2002 BUDGET 5 ORDINANCE TO NOTE ADJUSTMENTS TO EXPENDITURES AND 6 TRANSFERS BETWEEN FUNDS; TO DECLARE AN EMERGENCY; AND 7 FOR OTHER PURPOSES. 8 9 WHEREAS, the City approved a comprehensive budget for the City of Little Rock, 10 Arkansas, in Little Rock, Ark., Ordinance No. 18,607 (December 18, 2001), and 11 WHEREAS, the Board of Directors adjusted that ordinance via Ordinance No. 18,666 12 (April 2, 2002) to note 2001 encumbrance rollovers, transfers between funds, and other adjustments, 13 and 14 WHEREAS, the Board of Directors adjusted that ordinance via Ordinance No. 18,727 (July 15 16, 2002) to note changes to Waste Disposal operations, and other adjustments, and 16 WHEREAS, it is appropriate to adjust those ordinances to reflect operational changes in the 17 General Fund to authorize the increase in the fiscal year 2002 line items for this and other matters, 18 and 19 WHEREAS, the City Manager and the Director of Finance & Treasurer, in compliance with 20 City budget and financial reporting policies, have reviewed these adjustments and recommend them 21 to the Board of Directors for approval, 22 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 23 THE CITY OF LITTLE ROCK, ARKANSAS: 24 Section 1. Section 4 of Little Rock, Ark., Ordinance No. 18,607 (December 18, 2001) is 25 hereby amended to note the following carryover amounts in the specified funds so the Total General 26 Fund amount will decrease by four hundred fifteen thousand dollars ($415,000.00), to reflect 27 reductions in operating expenses, and other adjustments, to the amount of one hundred and five 28 million seven hundred and eighty -three thousand seven hundred twenty two dollars 29 ($105,783,722.00). 30 Section 2. Section 4 of Little Rock, Ark., Ordinance No. 18,607 (December 18, 2001) is 31 hereby amended so the Special Projects Fund amount will increase by three hundred forty -three [PAGE 1 OF 31 Ordinance Adjustment to LRO 18,607 (2002 Budget Ordinance) 1 thousand five hundred and ninety -four dollars ($343,594.00), to reflect transfers of funds from 2 closed special projects to the fund of origin, to the amount of seven million five hundred twenty - 3 seven thousand three hundred five dollars ($7,527,305.00). 4 Section 3. Section 4 of Little Rock, Ark., Ordinance No. 18,607 (December 18, 2001) is 5 hereby amended so the Streets Fund amount will increase by one hundred twenty -nine thousand 6 sixteen dollars ($129,016.00), to reflect authorization for additional personnel expenditures for 7 street maintenance and repair, to the amount of thirteen million six hundred ninety -nine thousand 8 one hundred and five dollars ($13,699,105.00). 9 Section 4. Section 4 of Little Rock, Ark., Ordinance No. 18,607 (December 18, 2001) is 10 hereby amended so the Fleet Fund amount will increase by fifty -three thousand one hundred and 11 fifty -six dollars ($53,156.00), to reflect authorization for additional capital and operational costs to 12 provide support for City vehicles and equipment to the amount of six million eight hundred and 13 sixty -eight thousand and eighty -eight dollars ($6,868,088.00). 14 Section 5. The Director of Finance & Treasurer is directed to maintain appropriate 15 records which provide greater detail for the adjustments set forth in this ordinance as reflected in the 16 materials provided to the Board of Directors for the October 17, 2002, meeting. 17 Section 6. Severability. In the event any title, section, paragraph, item, sentence, clause, 18 phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such 19 declaration or adjudication shall not affect the remaining portions of the ordinance which shall 20 remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional 21 was not originally a part of the ordinance. 22 Section 7. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent 23 with this ordinance are hereby repealed to the extent of such inconsistency. 24 Section 8. Emergency.
