187151 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 1� • 0 ORDINANCE 18,715 AN ORDINANCE DISPENSING WITH THE REQUIREMENT OF COMPETITIVE BIDDING AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT EXTENSION WITH PULASKI COUNTY, ARKANSAS FOR ALTERNATIVE SCHOOL SERVICES; AND FOR OTHER PURPOSES. WHEREAS, the City of Little Rock may dispense with the requirement of competitive bidding in exceptional situations where such procedure is not feasible; and WHEREAS, the City finds that competitive bidding for Alternative School Services is not feasible as the Pulaski County Alternative School on Roosevelt Rd. remains the only school that offers services to students who have been expelled from other schools for acts of violence. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The Board of Directors finds that competitive bidding should be dispensed with for the purchase of alternative school services for violent offenders, as an exceptional situation exists and competitive bidding is impractical and infeasible. SECTION 2. The City Manager is hereby authorized to dispense with competitive bidding and enter into a contract with Pulaski County for Alternative School Services for $35,000 for the twelve month term beginning September 1, 2002 and ending August 31, 2003. SECTION 3. Severability. In the event any section, subsection, subdivision, paragraph, subparagraph, item, sentence, clause, phrase, or work of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this ordinance which shall remain in full force and effect as if the portion so declared to adjudged invalid or unconstitutional was not originally a part of this ordinance. SECTION 4. Repealer.
