ORDINANCE TO AMEND LITTLE ROCK, ARK., ORDINANCE
18,611 (DECEMBER 18, 2001) AS TO CERTAIN FINES FOR PARKING
VIOLATIONS; TO DECLARE AN EMERGENCY; AND FOR OTHER
PURPOSES.
WHEREAS, on December 18, 2001, the Board amended the Little Rock Code of
Ordinances to establish higher amounts for the fine provisions for parking violations, and
WHEREAS, since these new fine provisions took effect on January 1, 2002, and
tickets were issued, the Board has determined that it is more appropriate to equalize the
fines for overtime parking in both metered and unmetered spaces,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
14 THE CITY OF LITTLE ROCK, ARKANSAS:
Is Section 1. Section 2 of Little Rock, Ark., Ordinance No. 18,611 (December 18,
16 2001), is hereby amended to read as follows:
17 The penalty for violation of overtime parking in all unmetered restricted
18 parking areas shall be:
19 (a) Ten dollars ($10.00) if paid within twenty-one (21) days of the
20 issuance of the ticket;
21 (b) Fifty dollars ($50.00) if paid after twenty-one (21) days of the
22 issuance of the ticket, or after conviction in district court for violation
23 of City parking ordinances.

1 A combination ticket and envelope shall be provided at the issuance of a
2 violation citation for the convenience of motorists. The penalty shall be
3 paid by placing such sum in the penalty box attached to the parking
4 meters, or by paying the fine to the City.
5 Section 2. Section 4 of Little Rock, Ark., Ordinance No. 18,611 (December 18,
6 2001) is hereby amended to read as follows:
7 The penalty for violation of this provision shall be ten dollars ($10.00) for
8 each consecutive period of time the motor vehicle is parked in the space
9 without being moved if the ticket is paid within twenty-one (21) days of
10 the issuance of the ticket. If the fine is not paid until after twenty-one (21)
11 days of the issuance of the ticket, then the fine shall be fifty dollars
12 ($50.00). A combination ticket and envelope shall be provided at the
13 issuance of a violation citation for the convenience of motorists. The
14 penalty shall be paid by placing such sum in the penalty box attached to
15 the parking meters, or by paying the fine to the City.
16 Section 3. Severability. In the event any title, section, paragraph, item, sentence,
17 clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
18 unconstitutional, such declaration or adjudication shall not affect the remaining portions
19 of the ordinance which shall remain in full force and effect as if the portion so declared or
20 adjudged invalid or unconstitutional was not originally a part of the ordinance.
21 Section 4. Repealer. In addition to the provisions set forth above, all
22 ordinances, resolutions, bylaws, and other matters inconsistent with this resolution are
23 hereby repealed to the extent of such inconsistency.

I Section 5. Emergency. In order to properly motor vehicle parking at parking meters
2 and in certain reserved spaces, it is essential to the public health, safety and welfare to have a more
3 uniform system for the assessment of parking fines; because such uniformity will not exist until the
4 effective date of this ordinance, an emergency is declared to exist and this ordinance shall be in full
5 force and effect from and after the date of its passage.
