AN ORDINANCE TO AMEND ORDINANCE NO. 17,648 THAT
ESTABLISHS PERMIT FEE SCHEDULES FOR BUILDING,
ELECTRICAL, PLUMBING, MECHANICAL AND RELATED
WORK PERFORMED IN THE CITY OF LITTLE ROCK, WHICH
REPEALS ALL TECHNICAL CODE ORDINANCE AND CODE
OF ORDINANCE PROVISONS IN CONFLICT THEREWITH,
DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
Section 1. The following are hereby established as permit fee schedules
for building, electrical, plumbing, mechanical and other related work in the City
of Little Rock, Arkansas.

I. Building Permit Fees

19 B. Minimum fee for any permit shall be: $30.00
20 C. Plan Checking Fee:
21 When the valuation of the proposed construction exceeds $500.00
22 and a plan is required to be submitted by Section 104 of the 1999
23 Arkansas Fire Prevention Code, Volume 11, a plan checking fee shall
24 be paid to the Building Codes Division at the time of submitting

I plans and specifications for checking. Said plan checking fee shall
2 be equal to one -half of the building permit fee as set forth in 104.7.4
3 of the 1999 Arkansas Fire Prevention Code, Volume Il. Minimum
4 fees shall be $50.00 for new construction (added square feet) and
5 $30.00 for repair, remodels and miscellaneous permits requiring
6 plan review. Such plan checking fee is in addition to the building
7 permit fee and is non - refundable.
s D. Data Processing Fee: The following are hereby established as the
9 data processing fee schedule for building, electrical, plumbing,
10 mechanical and other related work in the City of Little Rock,
11 Arkansas. Collected fees shall be set in a separate account and shall
12 be used for the purpose of purchasing and maintaining data
13 processing equipment, software and to provide general training for
14 Building Codes Staff employees. All purchases, training and travel
15 shall be made within the guidelines as set by city policy and
16 purchasing procedures and shall not be made without prior written
17 approval from the Director of Planning and Development or the
18 Assistant Director of Planning and Development.

1 K. Swimming Pools:
2 For the first 20,000 gallon capacity or fractional part, fee shall be one
3 hundred dollars ($100.00). For each additional 1,000 gallon capacity
4 or fractional part thereof fee shall be fifteen dollars ($15.00).
5 L. Fuel Tanks and Pumps:
6 Each (New or Replacement) $40.00
7 M. Miscellaneous Permit Fees:
s Satellite dishes, towers and cell sites, fire alarm systems, fences,
9 retaining walls and any other miscellaneous permit, unless
10 previously outlined, shall be set forth in the unit cost schedules
11 paragraph I.A.
12 N. Investigative Fee:
13 In those instances wherein the information submitted to obtain a
14 permit is in adequate or incomplete, or work has begun without a
15 permit, or an inspection is required to determine the "on- site"
16 conditions prior to issuance or denial of a permit, the Building
17 Codes Division may charge the owner an investigative fee of $30.00.
is The payment of the investigative fee shall not exempt any person
19 from compliance with the provisions of the code, or from any
20 penalty prescribed by law.
21 O. Re- inspection Fee:
22 A re- inspection fee of $40.00 will be charged when an additional trip
23 is made by an inspector due to rejections, lockouts, insufficient
24 information as to location of building or structure, work not ready

Where work for which a permit is required by the 1999 Arkansas
Fire Prevention Code, Volume H is started or proceeded prior to
obtaining said permit, the fee herein specified shall be tripled, but
the payment of such triple fee shall not relieve any persons from
fully complying with the requirements of the 1999 Arkansas Fire
Prevention Code, Volume 11 in the execution of the work nor from
any other penalties prescribed herein.

1 S. Expiration of Permits:
2 1. All permits issued by the Building Codes Division with a
3 valuation of $500,000 dollars or less shall expire one year from
a the date of issuance. Extensions of up to ninety (90) days after
5 the expiration date may be granted for each permit. The
6 request for extension must be in writing to the Building Codes
7 Division and must show just cause. A fee of $25.00 shall be
s accessed for each ninety (90) day extension.
9 2. All permits issued by the Building Codes Division with a
10 valuation of $500,001 dollars or more shall expire two years
11 from the date of issuance. Extensions of up to ninety (90) days
12 after the expiration date may be granted for each permit. The
13 request for extension must be in writing to the Building Codes
14 Division and must show just cause. A fee of $50.00 shall be
15 accessed for each ninety (90) day extension.
16 3. All permits shall become invalid if work authorized is not
17 commenced within six (6) months of permit issue date, or if
is the work authorized is suspended or abandoned for a period
19 of six (6) months after work is commenced. Before work can
20 be resumed, a new permit must be obtained. The permit fee
21 shall be one -half the amount required for a new permit,
22 provided no changes have been made in the original plans
23 and specifications for such work, and provided that

1 suspensions or abandonment have not exceeded six (6)
2 months.
3 4. A permittee holding an unexpired permit may apply for a
4 one -time extension, provided he can show good and
5 satisfactory reason, and beyond his control the work cannot be
6 commenced within the six (6) month period from the issue
7 date. In order to renew work on a permit after it has expired,
8 the permittee shall pay a fee in accordance with C(1).(2).
9 Permittee shall pay a new, full permit fee in cases of change in
10 contractor.

7 special permission.

1 Section 2. Fees on work requiring a building permit as set forth in
2 Section 104 of the 1999 Arkansas Fire Prevention Code, Volume 11, shall be paid
3 as required at the time of filing an application.
4 Section 3. Repealer. The provisions of all technical codes, ordinances
s and codes of ordinances in conflict with the provisions of this ordinance are
6 hereby repealed.
7 Section 4. Emergency. The ability to properly inspect and permit
s construction related work in the City, and to assure proper funding for these
9 inspections, is essential to the public, health, safety and welfare. To assure
10 consistent collection in this regard, an emergency is declared to exist and this
11 Ordinance shall be in full force and effect from and after January 1, 2002.
