AN ORDINANCE ABANDONING AND CLOSING A PORTION OF
FOLSOM STREET (ALSO KNOWN AS "FOSTER STREET "), ABELES
STREET, GREGG STREET (ALSO KNOWN AS "WALSH STREET" OR
"WASH STREET "), EAST 7TH STREET, EAST 8TH STREET, EAST 9TH
STREET AND EAST 10TH STREET IN THE CITY OF LITTLE ROCK,
PURSUANT TO ARKANSAS CODE ANNOTATED SECTION 14 -54 -104.
WHEREAS, it has been determined that portions of Folsom Street, Abeles Street, Gregg
Street, East Th Street, East Srh Street, East 9`h Street and East 10`h Street in the City of Little
Rock, Arkansas, are no longer needed for corporate purposes except for public utility, drainage
purposes and airport purposes.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. Pursuant to the authority of Ark. Code Ann. Sec. 14 -54 -104 (Michie

1987), the City of Little Rock, Arkansas, hereby releases, vacates and abandons all °iYs°ght,
together with the rights of the public in and to the street right -of -way designated as fdfl0iws: a
East 7h Street i i7
Closure of E. 7`h Street between the East right -of -way line of Folsom Street and the East end of
E. 7`h Street, also described as bounded on the west by the west line of Lot 1,-Block H;
Harrington's 3`d Industrial Addition, and the west line of Lot 12, Block C, Harrington's 3`d
Industrial Addition; and bounded on the east by the east line of Lot 1, Block F, Harrington's 3
Id'
Industrial Addition, and the east line of Lot 12, Block E, Harrington's 3rd Industrial Addition.
East 8th Street
Closure of E. 8`h Street between the East right -of -way line of Harrington Street and the West
right -of -way line of Folsom Street, also described as bounded on the west by the west line of
Lot 13, Block 4, Harrington's Industrial Addition and the west line of Lot 24, Block 5,
Harrington's Industrial Addition; and bounded on the east by the east line of Lot 12, Block 4,
Harrington's Industrial Addition, and the east line of Lot 1, Block 5, Harrington's Industrial
Addition.

Closure of E. 9`h Street from the center of the block between Harrington Street and Folsom
Street, to the center of the block between Gregg Street and Corning Street, also described as
bounded on the west by the west line of Lot 12, Block 5, Harrington's Industrial Addition, and
the west line of Lot 1, Block 8, Harrington's Industrial Addition; and bounded on the east by
the east line of Lot 1, Block 6, Harrington's 2nd Industrial Addition, and the east line of Lot 8,
Block 5, Harrington's 2 "d Industrial Addition.
East 10`h Street
Closure of E 10`' Street from the center of the block between Harrington Street and Folsom
Street, to the West right -of -way line of Coming Street, also described as bounded on the west
and to the north by the west line of Lot 12, Block 8, Harrington Industrial Addition, and to the
south by Little Rock National Airport property; and bounded on the east by the east line of Lot
6, Block 5, Industrial Park Addition, and the east line of Lot A, Industrial Park Addition.
Folsom Street (a/k/a "Foster Street ")
Closure of Folsom Street between the South right -of -way line of E. 7`h Street and the North
right -of -way line of E. 10`h Street, also described as bounded on the north by the north line of
Lot 1, Block B, Harrington's 3`d Industrial Addition, and the north line of Lot 12, Block C,
Harrington's 3rd Industrial Addition, and bounded on the south by the south line of Lot 12,
Block 8, Harrington's Industrial Addition, and the south line of Lot 1, Block 1, Harrington's
2nd Industrial Addition.
Abeles Street
Closure of Abeles Street from 45.1 feet north of the North right -of -way line of E. 7`h Street to
the North right -of -way line of E. 10`h Street, also described as bounded on the north by the
north line of Lot 6, Block H, Harrington's 3`d Industrial Addition, and the north line of Lot 1,
Block G, Harrington's 3`d Industrial Addition, and bounded on the south by the south line of
Lot 9, Block 1, Harrington's 2 "d Industrial Addition, and the south line of Lot 1, Block 3,
Harrington's 2nd Industrial Addition.
Gregg Street (a/k/a "Walsh Street" or "Wash Street")
Closure of Gregg Street from 45.1 feet north of the North right -of -way line of E. 7h Street to
the North right -of -way line of E. 10`h Street, also describe as bounded on the north by the north
line of Lot 6, Block G, Harrington's 3`d Industrial Addition, and the north line of Lot 1, Block
F, Harrington's 3`d Industrial Addition, and bounded on the south by the south line of Lot 9,
Block 3, Harrington's 2 "d Industrial Addition, and the south line of Lot 1, Block 5,
Harrington's 2 "d Industrial Addition.

SECTION 2. The City specifically retains the right to use, and allow others to use the
former street right -of -way in its entirety as a public utility, drainage and avigation easement to
the extent that such easements are compatible with the operations at Little Rock National Airport
and do not interfere with Petitioner's ability to comply with all state and federal regulations
applicable to Little Rock National Airport.
SECTION 3. Abutting owners of record receiving title to the abandoned right -of -way
shall at their cost remove all vestiges of public use as necessary.
SECTION 4. A copy of this Ordinance, duly certified by the City Clerk, shall be filed in
the Office of the Recorder of Pulaski County and recorded in the records of the County.
SECTION 5. This Ordinance shall take effect and be in force from and after its passage
and approval.
