3 AN ORDINANCE TO ESTABLISH THE RATE OF TAXATION OF
4 PROPERTY FOR THE CITY OF LITTLE ROCK FOR THE YEAR 2002
5 FOR VARIOUS FUNDS OF THE CITY OF LITTLE ROCK, ARKANSAS; TO
6 DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES.

8 WHEREAS, state law mandates that the county quorum court adopt an ordinance prior to
9 the end of the year which establishes the various millage rates for assessments on real and personal
10 property for the coming year, and
11 WHEREAS, on August 14, 2001, the City conducted an election which increased the
12 millage rate for the Central Arkansas Library System, but otherwise there is no increase in property
13 tax millages controlled by the City Board of Directors for property located within the City of Little
14 Rock from those in effect on January 1, 2001,
15 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
16 THE CITY OF LITTLE ROCK, ARKANSAS:
17 Section 1. The rate of taxation of real and personal property in the City of Little Rock,
18 Arkansas for certain City purposes is hereby fixed, established and levied as follows:
19 (a) For general purposes in order to carry on the affairs of the City
20 Government under Section 4, Article 12 of and Amendment 10 to the Constitution of
21 Arkansas of 1874, there is hereby levied a tax of five (5) mills;
22 (b) For the purpose of paying bonds and interest as may be required for
23 the City of Little Rock, Arkansas, for Capital Improvement Bonds, approved at a
24 special election held on October 11, 1994, and issued on February 1, 1995, there is
25 hereby levied a tax of three and three tenths (3.3) mills;
E6 (c) For the purpose of paying Policemen's Pensions in accordance with
27 provisions of Amendment No. 31 to the Constitution of the State of Arkansas, a tax
28 of one (1) mill;
29 (d) For the purpose of Paying Firemen's Pensions in accordance with the
30 provisions of Amendment No. 31 to the Constitution of the State of Arkansas
31 adopted November 5, 1940, and Act 16 of the acts of the General Assembly of the
32 State of Arkansas for the year 1941, a tax of one (1) mill;

1 (e) For the purpose of maintaining the City Library, in accordance with
2 the provisions of Amendment No. 30 to the Constitution of the State of Arkansas, a
3 tax of two and eight tenths (2.8) mills;
4 (f) For the purpose of paying bonds and interest as may be required for
5 the City of Little Rock, Arkansas, for Library System Capital Improvement Bonds, a
6 tax of one (1) mill.
7 Section 2. Since the City achieved equalization in 1989 under the provisions of Amendment
8 59 to the Arkansas Constitution, the tax rates are the same for both real and personal property.
9 Section 3. The City Clerk is hereby directed to transmit a certified copy of this Ordinance
10 to the County Clerk of Pulaski County so that the taxes recited may be extended on the tax books of
11 Pulaski County and collected with the other taxes for the year 2001.
12 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause,
13 phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such
14 declaration or adjudication shall not affect the remaining portions of the ordinance which shall
15 remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional
16 was not originally a part of the ordinance.
17 Section 5. Repealer. All ordinances and resolutions, including by not limited to Little
18 Rock, Ark., Ordinance No. 18,409 (December 26, 2000) ( "the 2001 Budget ordinance "), are hereby
19 repealed to the extent of such inconsistency.
20 Section 6. Emergency. It is essential to the public health, safety and welfare that the
21 proper millage rates be stated each year, and that this information be promptly communicated with
22 the Pulaski County government in order to assure that appropriate tax millages are put into effect
23 for the following calendar year; an emergency is, therefore, declared to exist and this ordinance
24 shall be in full force and effect from and after the date of its passage.

year on Tuesday, November 27, 2001 at their regular meeting, as required by Arkansas Code
Annotated § 14 -14 -904. For your levy to be included in the county ordinance, we must receive
this certification no later than Tuesday, October 23, 2001.
Enclosed you will find a form for your personal property and real estate taxes. Please review the
form and have the appropriate person sign the cover sheet. This form must be returned to this
office by Tuesday, October 23, 2001. A certified copy of the resolution approving the rate must
