185751 2 3 4 5 6 7 8 9 10 12 • • ORDINANCE NO. 18,575 AN ORDINANCE DISPENSING WITH COMPETITIVE BIDDING AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A SOLE SOURCE CONTRACT WITH THE LITTLE ROCK SCHOOL DISTRICT IN THE AMOUNT OF $19,974 FOR THE LITTLE ROCK COMPREHENSIVE PARTNERSHIPS FOR MATHEMATICS AND SCIENCES ACHIEVEMENT SUMMER MATHEMATICS ADVANCED READINESS TRAINING ( "SMART ") PROGRAM; AND FOR OTHER PURPOSES. 13 WHEREAS, researchers say that in the twenty-first century, eighty-five 14 percent of all new jobs will require workers to demonstrate higher level mathematics 15 and science skills; and 16 WHEREAS, the Little Rock School District is striving to meet this challenge. 17 Through the National Science Foundation's funding of the Little Rock 18 Comprehensive Partnerships for Mathematics and Science Achievement, Little Rock 19 School District students are developing the skills needed to be successful citizens and 20 workers in the twenty-first century; and 21 WHEREAS, Summer Mathematics Advanced Readiness Training 22 ( "SMART ") provides opportunities for eligible Little Rock eighth and ninth grade 23 students to gain the knowledge, skills, and confidence needed for success in Algebra 24 1; and 25 WHEREAS, the Little Rock Comprehensive Partnerships for Mathematics 26 and Science Achievement SMART Program is in congruence with the goals of the 27 Little Rock Education Commission; and 28 WHEREAS, the City of Little Rock may dispense with the requirement of 29 competitive bidding in exceptional situations where such procedure is not feasible 30 and impractical; and 31 WHEREAS, the unique nature of this program makes the Little Rock 32 Comprehensive Partnerships for Mathematics and Science Achievement SMART • • 1 Program appropriate for a sole source contract with the Little Rock School District 2 utilizing Education Commission monies; and 3 WHEREAS, due to the unique nature of the Little Rock Comprehensive 4 Partnerships for Mathematics and Science Achievement SMART Program, on July 5 12, 2001, the Little Rock Education Commission determined that it was not feasible 6 and impractical to competitively bid in this instance and voted to recommend a sole 7 source contract to the City Board of Directors; and 8 WHEREAS, the City Board of Directors desires to enter into a sole source 9 contract with the Little Rock School District to provide $19,974 for funding of 10 the services provided to Little Rock students under the Little Rock Comprehensive I 1 Partnerships for Mathematics and Science Achievement SMART Program. 12 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF 13 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: 14 Section 1. Due to the unique nature of the Little Rock Comprehensive 15 Partnerships for Mathematics and Science Achievement SMART Program, it is 16 impractical and unfeasible to competitively bid in this instance. 17 Section 2. The City Manager is authorized to dispense with competitive 18 bidding and enter into a sole source contract with the Little Rock School District in 19 the amount of $19,974 for the Little Rock Comprehensive Partnerships for 20 Mathematics and Science Achievement SMART Program. 21 Section 3. Severability. In the event any section, subsection, subdivision, 22 paragraph, subparagraph, item, sentence, clause, phrase, or word of this ordinance is 23 declared or adjudged to be invalid or unconstitutional, such declaration or 24 adjudication shall not affect the remaining portions of this ordinance which shall 25 remain in full force and effect as if the portion so declared or adjudged invalid or 26 unconstitutional was not originally apart of this ordinance. 27 28 ADOPTED 29 October 2, 2001 4 0 1 ATTEST: 2 3 4 Nan oo ,City Clerk 5 6 7 APPROVED AS TO LEGAL FORM: 8 11 Thomas M.
