3 AN ORDINANCE TO AWARD A CONTRACT FOR A
4 DOMESTIC VIOLENCE PUBLIC AWARENESS CAMPAIGN
5 TO CRANFORD JOHNSON ROBINSON WOODS; TO
6 AUTHORIZE THE CITY MANAGER TO ENTER A
7 CONTRACT FOR THAT CAMPAIGN IN THE AMOUNT OF
8 $75,000; AND FOR OTHER PURPOSES.

10 WHEREAS, the Board of Directors established the Commission on Domestic Violence in
11 Little Rock, Ark., Ordinance No. 16,704 (July 13, 1994).
12 WHEREAS, the City of Little Rock's ( "City") Domestic Violence Commission is
13 committed to prevention, intervention and education programs to enhance public safety,
14 community- building, and youth development, and
15 WHEREAS, the City published a Request for Qualifications to obtain an advertising design
16 and consultation service agency to design and undertake a public awareness campaign on domestic
17 violence; and
18 WHEREAS, after reviewing the qualifications of responding agencies and conducting
19 interviews, a committee of the Little Rock Commission on Domestic Violence selected the
20 advertising consultation and design service of Cranford Johnson Robinson Woods as the most
21 qualified firm of the responses received; and
22 WHEREAS, on March 5, 2001 the Commission on Domestic Violence voted unanimously
23 to recommend to the Board of Directors that it authorize the City Manager to enter into a contract
24 with Cranford Johnson Robinson Wood to plan and implement a twelve (12) month public
25 awareness campaign to heighten awareness of the issue of domestic violence and provide referral
26 information and guidance.
27 NOW, THERFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE
28 CITY OF LITTLE ROCK, ARKANSAS:
29 SECTION 1. The firm of Cranford Johnson Robinson Woods is hereby selected as the most
30 qualified agency to design and undertake a twelve -month public awareness campaign on the issue of
31 domestic violence.
32 SECTION 2. The City Manager is authorized to enter into a contract for a twelve (12)
33 month period, in an amount not to exceed Seventy -Five Thousand and 00 /100 Dollars ($75,000.00),
34 to plan and implement a public awareness campaign to heighten awareness of the issue of domestic
35 violence and provide referral information and guidance.
36 SECTION 3. Funds for this contract are available in Account No. 210 035 B029.

1 SECTION 4. Severability. In the event any title, section, paragraph, item, sentence, clause,
2 phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such
3 declaration or adjudication shall not affect the remaining portions of the ordinance which shall
4 remain in full force and effect the remaining portions of the ordinance which shall remain in full
5 force and effect as if the portion so declared or adjudged invalid or unconstitutional was not
6 originally a part of the ordinance.
7 SECTION 5. Repealer. All ordinances and resolutions that are inconsistent with the
8 provisions of this resolution are hereby repealed to the extent of such inconsistency.
