3 AN ORDINANCE DISPENSING WITH THE REQUIREMENT
4 OF COMPETITIVE BIDDING AND AUTHORIZING THE
5 CITY MANAGER TO ENTER INTO A CONTRACT
6 EXTENSION WITH PULASKI COUNTY, ARKANSAS FOR
7 ALTERNATIVE SCHOOL SERVICES; AND FOR OTHER
8 PURPOSES.

10 WHEREAS, the City of Little Rock may dispense with the requirement of
11 competitive bidding in exceptional situations where such procedure is not feasible; and
12 WHEREAS, the City finds that competitive bidding for Alternative School
13 Services is not feasible as the Pulaski County Alternative School on Roosevelt Rd.
14 remains the only school that offers services to students who have been expelled from
15 other schools for acts of violence.
16 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF
17 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
18 SECTION 1. The Board of Directors finds that competitive bidding should be
19 dispensed with for the purchase of alternative school services for violent offenders, as an
20 exceptional situation exists and competitive bidding is impractical and infeasible.
21 SECTION 2. The City Manager is hereby authorized to dispense with
22 competitive bidding and enter into a contract with Pulaski County for Alternative
23 School Services for $39,050 for the twelve month term beginning September 1, 2001
24 and ending August 31, 2002.
25 SECTION 3. Severability. In the event any section, subsection, subdivision,
26 paragraph, subparagraph, item, sentence, clause, phrase, or work of this ordinance is
27 declared or adjudged to be invalid or unconstitutional, such declaration or adjudication
28 shall not affect the remaining portions of this ordinance which shall remain in full force
29 and effect as if the portion so declared to adjudged invalid or unconstitutional was not
30 originally a part of this ordinance.
31 SECTION 4. Repealer. All ordinances and resolutions inconsistent with this
32 ordinance are hereby repealed to the extent of such inconsistency.
