3 AN ORDINANCE AMENDING ADDENDUM "A" OF LITTLE
4 ROCK ORDINANCE NO. 17,690 TO ADD OTHER ZOO
5 IMPROVEMENT PROJECTS FOR BOND ISSUE FUNDING; AND
6 FOR OTHER PURPOSES.
s WHEREAS, the City of Little Rock, acting through the Board of Directors,
9 previously acknowledged the need for acquiring, constructing, equipping, renovating,
to expanding and refurbishing certain Zoo facilities through projects and improvements
i i described in Addendum "A" to Little Rock, Ark., Ordinance ( "LRO ") No. 17,690 (Mar.
12 17, 1998) concerning the City of Little Rock, Arkansas, 1998 $16,405,000 Parks &
13 Recreation Revenue Bond Issue authorized by Amendment 65 to the Arkansas
14 Constitution, and
15 WHEREAS, in LRO 18,247 (March 28, 2000) and, LRO No. 18,405 (December
16 12, 2000), upon receipt of the recommendation of the Board of Governors and the Zoo
17 Director, the City Board authorized additional capital improvement projects to enhance
is the Zoo from the referenced bond issue while not exceeding the original amounts set
i9 forth in the original Addendum "A," and
20 WHEREAS, the completion of some of these projects has resolved various
21 American Zoo and Aquarium Association (AZA) accreditation issues, have fulfilled
22 certain United States Department of Agriculture (USDA) recommendations or
23 requirements, and
24 WHEREAS, the Board of Governors of the Zoo and the Zoo Director have
25 determined that additional capital improvements of a public nature to improve the Zoo,
26 to fulfill USDA requirements, and to meet AZA accreditation standards, need to be
27 funded, and
28 WHEREAS, on March 12, 2001, the Zoo Board of Governors voted: (1) To
29 recommend to the Board of Directors that it amend Addendum A to LRO 17,690, to list

i additional accreditation needs from Parks & Recreation Revenue Bond Issue funds; (2)
2 To include in this list capital improvements of a public nature that fulfill the
3 requirements of Amendment 65, but may not be uniquely identifiable in the same way a
4 specific exhibit is identified, so that the Zoo Board of Governors can approve the use of
5 bond proceeds to pay for these improvements, and (3) To recommend to the Board of
6 Directors that it provide any other funding that may be available to meet the existing
7 accreditation needs of the Zoo.
8 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF
9 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
to Section 1. Addendum "A" of LRO No. 17,690 is hereby amended to include
t i the below listed matters as possible additional projects in the Description of Projects to
12 be funded by proceeds from the sale of Amendment 65 capital improvement revenue
13 bonds in the City 1998 $16,405,000 Parks & Recreation Revenue Bond Issue, with the
14 understanding that the monies will be used for the purpose of acquiring, constructing,
15 equipping, renovating, expanding, and refurbishing additions and improvements to the Zoo
16 including , but not limited to:
P A. Renovation of giraffe building: Approximately $7,000.
18 B. Renovation of primate building floors: Approximately $8,000.
19 C. Renovation of education building facade: Approximately $25,000.
20 D. Construction of a shade structure for Civitan Amphitheater:
21 Approximately $97,000.
22 E. Renovation of great ape display to include, among other things:
23 i. Repair of the exhibit pool: Approximately $8,000;
24 ii. Renovation of great ape exhibit floor, roof, and replace drain grate:
25 Approximately $5,000;
26 iii. Replacement of concrete in great ape service area: Approximately $3,000.
27 F. New lighting for elephant, tortoise, tamarin and siamang exhibits:
28 Approximately $12,000.

I G. Construction of a new safety enclosure for small carnivore area:
2 Approximately $15,000
3 H. Renovation of small hoof stock pens: Approximately $15,000.
4 I. Renovation of the bear exhibits including, but not limited to, gunnite repair:
5 Approximately $45,000.
6 J. Flight cage demolition: Approximately $3,000.
7 K. Renovation of the pools for the tiger, jaguar and bushdog exhibits:
s Approximately $15,000.
9 L. Construction of panda yard wire cover, shade and climbing structures:
10 Approximately $18,000.
11 M. Renovation of the Rhino exhibit to include, among other things:
12 i. Modification of the Rhino barn: Approximately $6,000.
13 ii. Reseal of the rhino and waterbuck pools: Approximately $18,000.
14 N. Various projects, which qualify as capital improvements of a public nature
15 pursuant to Amendment 65 and any applicable legislation approved by the General
16 Assembly, which assist the Zoo to meet appropriate USDA or AZA licensure, or
17 accreditation, standards, or to comply with requirements of the Americans with
18 Disabilities Act, the National Environmental Protection Act, or other environmental
19 laws and regulations promulgated by the Environmental Protection Agency, or by the
20 Arkansas Department of Environmental Quality, including but not limited to:
21 i. Renovation of the plumbing and electrical systems as needed
22 throughout the Zoo: Approximately $46,191.
23 ii. Construction of new public barriers: Approximately $25,000.
24 iii. Construction, renovation, and placement of permanent signage
25 (graphics improvements): Approximately $15,000.
26 iv. Painting of fences and handrails: Approximately $30,000.
27 V. Sidewalk repairs: Approximately $23,000.

Section 2. The projects hereby added to Addendum "A" are additional possible uses
of the specified bond funds. Funding of the additional possible projects shall not exceed the
amounts set forth in the original Addendum "A. ".
Section 3. Severabllity. In the event any title, section, paragraph, item, sentence,
clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
unconstitutional, such declaration or adjudication shall not affect the remaining portions of the
ordinance which shall remain in full force and effect as if the portion so declared or adjudged
invalid or unconstitutional was not originally a part of the ordinance.
Section 4. Repealer. All ordinances and resolutions, including by not limited to Little
Rock, Ark., Ordinance No. 18,409 (December 26, 2000) ( "the 2001 Budget ordinance "), is
hereby repealed to the extent of such inconsistency.
Section 5. Emergency. The ability to meet the growing needs and demands of the Little
Rock Zoo, and to assure compliance with all state and federal laws, as well as compliance with
all accreditation criteria established by the AZA, is essential to maintenance of the public
health, safety and welfare; an emergency is, therefore, declared to exist and this ordinance shall
be in full force and effect from and after the date of its passage.
