184190 0 ORDINANCE NO. 18,419 AN ORDINANCE AMENDING CHAPTER 36 OF THE CODE OF ORDINANCES OF THE CITY OF LITTLE ROCK, ARKANSAS PROVIDING FOR A THE CREATION OF A NEW ZONING DISTRICT -d) TO BE TITLED "PR" PARK AND RECREATION � ZONING DISTRICT, MODIFICATION OF Ci, VARIOUS PROCEDURES, DEFINITIONS, LAND USE REGULATIONS AND FOR OTHER PURPOSES. S WHEREAS, it has been determined that it is -� advantageous to the City of Little Rock to have a zoning district which specifically encompasses the wide variety of municipal and private recreation uses available to the citizens of the City; and WHEREAS, the City of Little Rock Planning Commission has reviewed and recommended approval of the proposed new Park and Recreation Zoning District, NOW, THEREFORE BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. That various provisions of Chapter 36 of the Little Rock Code of Ordinances be amended as follows: Subsection (a). That Chapter 36., Section 36 -222 which was previously a reserved section be amended to read as follows: Section 36 -322. PR Park and Recreation District. (a) Purpose and intent. The PR park and recreation district is intended to provide areas where active and passive recreation activities may be conducted and for conservation of natural and cultural areas and resources, allowing flexibility adequate to permit reasonable development of the site to meet the recreation and conservation needs of the city. This district is intended to include those public and private park and recreation and conservation areas which are designated as parks in the adopted City Master Parks Plan. 0 0 (b) Development criteria. Unless otherwise specifically provided in this chapter, the following development criteria shall apply to the PR park and recreation district: (1) Development of all properties in the PR District shall conform to the Park System Standards established by the Master Parks Plan. (2) No property shall be zoned PR until that property has been established on the Master Parks Plan by the Board of Directors. For purposes of the official Land Use Plan of the City, the adopted Master Parks Plan shall control. (3) Multiple uses and structures shall be permitted on individual park sites as specified by the Master Parks Plan. (4) All properties within this district shall be developed under a unified site plan submitted to and adopted by the Planning Commission to assure compliance with the adopted Master Parks Plan. (c) permitted uses. The following uses are permitted in the PR parks and recreation district: (1) Municipal, governmental, private or philanthropic parks and recreational uses which conform to the Masters Parks Plan, including but not limited to, parks, playgrounds, athletic playing fields, tennis courts, golf courses, natural areas, swimming pools, country clubs, educational exhibits and cultural attractions. (2) Accessory uses and structures are permitted when they are normally appurtenant to the permitted uses and structures. Such uses may include, but are not limited to, related residences and retreat facilities and recreation, refreshment and service buildings in parks, playgrounds and golf courses. 0 • (e) Height regulations. No building hereafter erected or structurally altered shall exceed a height of forty -five (45) feet at the required front, side or rear yard setback lines. Building heights proposed in excess of forty -five (45) feet are authorized using the following formula: At the height permitted at said yard setback lines, one (1) foot may be added to the height of the building for each foot that the building or portion thereof is set back from the. required yard lines. In no instance shall the maximum height of the building exceed one hundred twenty (120) feet. (f) Area regulations. (1) The required front, side and rear yard setbacks shall be a distance of not less than twenty -five (25) feet from the property line to the respective face of any building or structure other than for perimeter fences. (g) Lot coverage. The main building and all accessory buildings in the PR district shall not occupy more than thirty -five (35) percent of the total lot area. Subsection (b). That Chapter 36., Section 36 -176 be amended to insert between the zoning classifications 11I -3 Heavy Industrial District" and "AF Agriculture and Forestry District" a new zoning classification titled "PR Park and Recreation District ".
