18405I P7 �1 ORDINANCE NO. 18,405 3 AN ORDINANCE AMENDING "ADDENDUM A" OF LITTLE 4 ROCK ORDINANCE NO. 17,690 TO ADD OTHER ZOO 5 IMPROVEMENT PROJECTS FOR BOND ISSUE FUNDING; AND 6 FOR OTHER PURPOSES. 7 8 WHEREAS, the City of Little Rock, acting through the Board of Directors, 9 previously acknowledged the need for acquiring, constructing, equipping, renovating, 10 expanding and refurbishing certain zoo facilities through projects and improvements 11 described in Addendum A to Little Rock, Ark., Ordinance ( "LRO ") No. 17,690 (Mar. 12 17, 1998) concerning the City 1998 $16,405,000 Parks & Recreation Revenue Bond 13 Issue, and 14 WHEREAS, the Board of Directors has, since the passage of that ordinance, 15 established a separate Zoo Department with its own Zoo Director, and 16 WHEREAS, the Board of Directors created a Board of Governors to review, 17 consult, and advise the City on matters concerning the operation and maintenance of 18 the Zoo and to recommend policies and plans for the maintenance or expansion of Zoo 19 facilities and programs to the Board, and 20 WHEREAS, at the recommendation of the Board of Governors and the Zoo 21 Director, the Board previously approved, through LRO No. 18,247 (March 28, 2000), 22 additional capital improvement projects to enhance the Zoo from the referenced bond 23 issue while not exceeding the original amounts set forth in the original "Addendum A," 24 and those projects are resolving some accreditation issues and fulfilling certain USDA 25 recommendations, and 26 WHEREAS, the Zoo Director and Board of Governors of the Zoo have 27 determined that a need exists to fund certain additional projects to further enhance the 28 Zoo, to improve its exhibits and facilities, and to allow it to become reinstated as an 29 accredited institution, and 0 • 1 WHEREAS, on October 9, 2000, at the recommendation of the Zoo Director, 2 the Board of Governors voted to request that the Board of Directors pass legislation to 3 allow the utilization of funds remaining unspent in the Zoo's Arkansas Farm bond 4 account for building an African Plains Exhibit and to authorize the Zoo Board of 5 Governors to approve other capital improvement projects at the Zoo with the remainder 6 of the Zoo's portion of the bond issue proceeds, so long as the projects are consistent 7 with the intent of the bond funding. 8 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF 9 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: 10 SECTION 1. "Addendum A" of LRO No. 17,690 is hereby amended to specify 1 I additional projects in the Description of Projects for funding through the sale of capital 12 improvement revenue bonds in the City 1998 $16,405,000 Parks & Recreation Revenue 13 Bond Issue as follows: 14 1. African Plains Exhibit: Approximately $235,000. This new exhibit will 15 address a number of accreditation and EPA issues and USDA. animal health 16 recommendations. Existing barren exhibits will be converted to grassland, improving 17 the natural appearance of the land, allowing improved drainage and water 18 conservation, increased safety through improved barriers, and allowing the 19 improvement of housing for certain hoofstock. 20 2. Bird/Primate/Reptile Building Improvements: Approximately $25,000. 21 Improvements will include replacement of service, interior and external visitor 22 entrances to enhance animal control and increase safety to visitors and animals. 23 3. Giraffe Exhibit Improvements: Approximately $25,000. In keeping with an 24 AZA recommendation, these improvements will eliminate deteriorating bars and 25 provide a glass viewing area for the interior of the exhibit and a visitor deck into the 26 yard to allow controlled public feeding of the giraffes. M 0 1 4. Renovate Bear Exhibits: Approximately $165,000. This converts three of the 2 bear exhibits into a more naturalistic setting by filling in existing moats, providing 3 landscaping, installing glass partitions for visitor viewing in a shaded and cooled 4 area and providing service doors to the exhibits. 5 5. Construct Shade Structures: Approximately $35,000. Shade structures will be 6 completed where needed in the Zoo, beginning with the area in front of the Civitan 7 Amphitheater and the walkway between the great ape exhibits. 8 SECTION 2. The projects hereby added to Addendum A are additional possible uses 9 of the specified bond funds.
