3 AN ORDINANCE TO APPROPRIATE $902000 FOR THE LOCAL
4 INITIATIVES SUPPORT CORPORATION (LISC) TO PROVIDE
5 LOW TO MODERATE HOUSING ASSISTANCE; TO DECLARE IT
6 IMPRACTICAL AND UNFEASIBLE TO ENGAGE IN A
7 COMPETITIVE SELECTION PROCESS; TO DECLARE AN
g EMERGENCY; AND FOR OTHER PURPOSES.

10 WHEREAS, the Board of Directors has decided to participate in programs that
11 provide housing assistance to low to moderate income persons, but are limited in what
12 can be done because of restrictions contained in the Arkansas Constitution, and
13 WHEREAS, such participation fulfills a public purpose since the maintenance
14 and increase of housing stock improves the real estate and personal property tax roles,
15 makes a neighborhood a more desirable place to live and, in the process, helps to
16 alleviate urban blight and decrease crime, and overall helps to promote social and
17 economic development within the City, and
18 WHEREAS, in Little Rock the Local Initiative Support Corporation ('LISC ")
19 is a national organization that has been in operation for a number of years, helps to
20 channel money to Community Development Corporations ( "CDC "), and obtains
21 substantial grants from such local corporations as the Levi Strauss Foundation, Pulaski
22 Bank, Stephens, Inc., the Bank of America, Citizen's First Bank, Eagle Bank and Trust
23 Company, Entergy Corporation, Metropolitan National Bank, One National Bank,
24 Pinnacle Bank, and Regions Bank, and
25 WHEREAS, by entering into an agreement with the Little Rock LISC, the City
26 is able to enhance its ability to promote low to moderate income housing assistance
27 since it can obtain the benefit of the grant funds outlined above, a benefit available only

I to the Little Rock LISC, and thus a situation which makes its impractical and unfeasible
2 to bid, and
3 WHEREAS, as a part of the 2000 budget process, the City budgeted ninety
4 thousand dollars ($90,000) to cooperate with the Little Rock LISC in these endeavors,
s NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF
e DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
7 Section 1. The City Manager is authorized to enter into an agreement with the
s Little Rock LISC, in a form acceptable to the City Attorney, to provide low to moderate
9 income housing assistance to Little Rock citizens, to use the donated monies that LISC
10 receives from various local corporations, and to receive an amount not in excess of
11 ninety thousand dollars ($90,000) from the City for these services.
12 Section 2. Because Little Rock LISC, which provides major assistance to
13 various CDCs located within the City, receives substantial donations from local
14 businesses that can be matched with the City's money to enhance this housing program,
15 the Board finds that it is impractical and unfeasible to submit these services to
16 competitive bidding and, therefore, waives this requirement.
17 Section 3. Severability. In the event any section, paragraph, item, sentence,
18 clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
19 unconstitutional, such declaration or adjudication shall not affect the remaining portions
20 of the ordinance which shall remain in full force and effect as if the portion so declared
21 or adjudged invalid or unconstitutional was not originally a part of the ordinance.
22 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that
23 are inconsistent with the provisions of this resolution are hereby repealed to the extent
24 of such inconsistency.
25 Section 5. Emergency. The ability to continue to provide meaningrul housing assistance
2e to low to moderate income families is essential to preserve the public health, safety and welfare,
27 particularly since such assistance promotes neighborhood development, increases property tax
28 collections for the City, decreases crime, and enhances social and economic development within the

community; therefore, this ordinance needs to become immediately effective in order to assure there9 5 1
is no gap or delay in the ability of the Little Rock LISC, or the City, to provide these services; an
emergency is, therefore, declared to exist and this ordinance shall be in full force and effect from and
after the date of its passage.
