ORDINANCE NO. 18.266
3 AN ORDINANCE TO AUTHORIZE THE CITY
4 MANAGER TO AWARD A CONTRACT TO PRC
s PUBLIC SECTOR, INC. FOR MODIFICATIONS TO
6 THE COMPUTER -AIDED DISPATCH SYSTEM; TO
7 WAIVE COMPETITIVE BIDDING; AND FOR OTHER
8 PURPOSES.

10 WHEREAS, the City's computer -aid dispatch system was originally purchased
11 from PRC Public Sector, Inc., and periodically needs modifications to its software
12 programs, and
13 WHEREAS, in order to improve the dispatch capabilities of the CAD system it
14 is necessary to undergo such a modification, and
is WHEREAS, the nature of this system makes it impractical and unfeasible to
16 submit these software modifications to a competitive bidding situation,
v NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF
18 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
19 Section 1. The City Manager is authorized to enter into an agreement with
20 PRC Public Sector, Inc., of McLean, Virginia, in an amount not to exceed forty
21 thousand seven hundred and forty-one dollars, plus any applicable sales tax,
22 ($40,741.00), for modifications to the software for the City's CAD system.
23 Section 2. Because of the nature of this CAD system, and the difficulties that
24 would be created by changing vendors at this juncture, the Board finds it to be
25 impractical and unfeasible to submit this purchase to competitive bidding.
26 Section 3. Funds for this purchase are available in Account No. 250- 350 -1445
27 which is a part of the Police Department's portion of the City 9 -1 -1 emergency
28 communications fund.

Section 4. Severability. In the event any title, subtitle, chapter, subchapter,
section, subsection, subdivision, paragraph, subparagraph, item, sentence, clause,
phrase, or word of this ordinance is declared or adjudged to be invalid or
unconstitutional, such declaration or adjudication shall not affect the remaining portions
of the ordinance which shall remain in full force and effect as if the portion so declared
or adjudged invalid or unconstitutional was not originally a part of the ordinance.
Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same,
that are inconsistent with the provisions of this ordinance are hereby repealed to the
extent of such inconsistency.
Section . Emergency Clause. The ability to upgrade and fully operate the
computer aided dispatch system for law enforcement is essential to the preservation of
the public health, safety and welfare; an emergency is, therefore, declared to exist, and
this ordinance shall be in full force and effect from and after the date of its passage.
