18265L J 1 2 ORDINANCE NO. 18,265 0 Js. U 3 AN ORDINANCE TO AUTHORIZE A CONTRACT WITH 4 ARKANSAS PUBLIC ADMINISTRATION CONSORTIUM 5 TO PROVIDE COMPUTER SOFTWARE TRAINING FOR 6 POLICE OFFICERS; TO DECLARE THAT IT IS 7 IMPRACTICAL AND UNFEASIBLE TO BID; TO 8 DECLARE AN EMERGENCY; AND FOR OTHER 9 PURPOSES. to 11 WHEREAS, the Little Rock Police Department, utilizing a Local Law Enforcement 12 Block Grant, contracted with the Arkansas Public Administration Consortium (APAC) at the 13 University of Arkansas at Little Rock (UALR) to provide computer training for police officers, 14 and 15 WHEREAS, a block grant for fiscal year 1998 contains funds that can enable further 16 training of police officers, and 17 WHEREAS, having trained APAC instructors on the National Crime Information 18 Center /Arkansas Crime Information Center (NCIC /ACIC) databases, and wishing to limit the 19 persons with access to this information and training, and also wishing to limit the number of 20 persons with special information about City police computer systems, it is better for the security 21 of the department to continue to use APAC for this training, and 22 WHEREAS, these factors make it impractical and unfeasible to submit this new training 23 contract for competitive bidding, 24 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 25 THE CITY OF LITTLE ROCK, ARKANSAS: 26 Section 1. The City Manager is authorized to enter into an agreement with the 27 Arkansas Public Administration Consortium in an amount not to exceed fourteen thousand 28 nine hundred and ninety-five dollars ($14,995.00) to provide 100 police officers with 29 approximately 16 hours of classroom training on use of police computer systems. 30 Section 2. Because of an interest to continuing the training approved in the past and 31 to limit, for security reasons, the outside persons with access to the police department computer 0 0 1 information, the Board finds that it is impractical and unfeasible to submit this additional 2 portion of the training contract to competitive bidding. 3 Section 3. Funds for this contract are available in Account No. 210- 350 -A070 -6081 4 (99). 5 Section 4. Severability. In the event any title, section, subsection, subdivision, 6 paragraph, subparagraph, item, sentence, clause, phrase, or word of this ordinance is declared 7 or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect 8 the remaining portions of the ordinance which shall remain in full force and effect as if the 9 portion so declared or adjudged invalid or unconstitutional was not originally a part of the 10 ordinance. 11 Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same, that 12 are inconsistent with the provisions of this ordinance are hereby repealed to the extent of such 13 inconsistency. 14 Section 6. Emergency Clause. The ability to get officers in the Little Rock Police 15 Department trained on use of the Department's computer system, and to more effectively and 16 efficiently prepare and access law enforcement reports and information, is deemed essential to 17 the preservation of the public health, safety and welfare; an emergency is, therefore, declared 18 to exist and this ordinance shall be in full force and effect from and after the date of its passage. 19 PASSED: April 25, 2000 20 ATTEST: APPROVED: 21 22 23 Nancy Wood City Clerk Jim ey, Mayor 24 APPROVED AS TO LEGAL FORM: 25 27 Thomas M.
