3 AN ORDINANCE DISPENSING WITH COMPETITIVE
4 BIDDING AND AUTHORIZING THE CITY MANAGER TO
5 ENTER INTO A SOLE SOURCE CONTRACT WITH NEW
6 FUTURES FOR YOUTH, INC. IN THE AMOUNT OF $48,000
7 FOR THE PROJECT BASED LEARNING PROGRAM;
8 DECLARING AN EMERGENCY; AND FOR OTHER
9 PURPOSES.

11 WHEREAS, in October 1993, focus groups made up of local CEOs,
12 managers, educators, youth service providers and other key leaders, identified Little
13 Rock's employment needs and future outlook for a group of researchers from
14 Brandeis University; and
15 WHEREAS, project -based learning philosophies and strategies attempt to
16 totally integrate work and learning; and
17 WHEREAS, through the involvement of the Brandeis University and the
18 Summer Transition Program, the City of Little Rock is one of six cities chosen to
19 develop a learning/employment pilot model that focuses on the enhancement of
20 math and science skills for youth who are generally weakest. in those areas; and
21 WHEREAS, the New Futures Project Based Learning Program fits well with
22 developing this pilot program; and
23 WHEREAS, the Project Based Learning Program is in congruence with the
24 goals of the Little Rock Education Commission; and
25 WHEREAS, the City of Little Rock may dispense with the requirement
26 of competitive bidding in exceptional situations where such procedure is not
27 feasible and impractical; and
28 WHEREAS, the unique nature of this pilot program makes the Project
29 Based Learning Program appropriate for a sole source contract with New Futures
30 utilizing Education Commission monies; and
31 WHEREAS, due to the unique nature of this project, on March 9, 2000 the
32 Little Rock Education Commission determined that it was not feasible and
33 impractical to competitively bid in this instance and voted to recommend a sole
34 source contract to the City Board of Directors; and

1 WHEREAS, the City Board of Directors desires to enter into a sole source
2 contract with New Futures for Youth, Inc. to provide $48,000 for funding of the
3 services provided to Little Rock residents under the Project Based Learning
4 Program.
5 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF
6 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
7 SECTION 1. Due to the unique nature of the Project Based Learning
8 Program, it is impractical and unfeasible to competitively bid in this instance.
9 SECTION 2. The City Manager is authorized to dispense with competitive
10 bidding and enter into a sole source contract with New Futures for Youth, Inc. in
I 1 the amount of $48,000 for the New Futures Project Based Learning Program.
12 SECTION 3. Severability. In the event any section, subsection, subdivision,
13 paragraph, subparagraph, item, sentence, clause, phrase, or word of this ordinance
14 is declared or adjudged to be invalid or unconstitutional, such declaration or
15 adjudication shall not affect the remaining portions of this ordinance which shall
16 remain in full force and effect as if the portion so declared or adjudged invalid or
17 unconstitutional was not originally a part of this ordinance.
18 SECTION 4. Emergency. It is hereby found and determined by the Board of
19 Directors of the City of Little Rock that the New Futures Project Based Learning
20 Program is a program beginning on April 1, 2000 and that time is of the essence
21 to commence the services required under this contract. Therefore, an emergency is
22 hereby declared to exist, and this Ordinance, being necessary for the preservation
23 of the public peace, health and safety, shall be in full force and effect immediately
24 upon passage and approval by the Board of Directors.
