18247I ORDINANCE NO. t R 1 947 • 2 3 AN ORDINANCE AMENDING ADDENDUM A OF LITTLE 4 ROCK ORDINANCE NO. 17,690 TO ADD OTHER ZOO 5 IMPROVEMENT PROJECTS FOR BOND ISSUE FUNDING; 6 AND FOR OTHER PURPOSES. 7 8 WHEREAS, the City of Little Rock, acting through the Board of Directors, previously 9 acknowledged the need for acquiring, constructing, equipping, renovating, expanding and 10 refurbishing certain zoo facilities through projects and improvements described in Addendum A to 11 Little Rock, Ark. Ordinance ( "LRO ") No. 17,690; and 12 WHEREAS, the Board of Directors has, since the passage of that ordinance, established a 13 separate Zoo Department with its own Zoo Director; and 14 WHEREAS, the Board of Directors created a Board of Governors to review, consult, and 15 advise the City on matters concerning the operation and maintenance of the Zoo and to recommend 16 policies and plans for the maintenance or expansion of Zoo facilities and programs to the Board; and 17 WHEREAS, the Zoo Director and Board of Governors of the Zoo have determined that a 18 need exists to fund certain additional projects to enhance the Zoo, to improve its exhibits and 19 facilities, and to allow it to become reinstated as an accredited institution; and 20 WHEREAS, at the recommendation of the Zoo Director, the Board of Governors voted to 21 fund an update of the 'Zoo's Master Plan and also to fund and proceed with various projects for this 22 year as set forth here below. 23 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 24 THE CITY OF LITTLE ROCK, ARKANSAS: 25 SECTION 1. Addendum A of LRO No. 17,690 is hereby amended to specify additional 26 projects in the Description of Projects for funding through the sale of capital improvement revenue 27 bonds in the City 1998 $16,405,000 Parks & Recreation Revenue Bond Issue as follows: 28 1. Children's Farm: Approximately $59,675. 29 The Children's Farm involves construction of a farm area designed specifically for 30 the attraction and enjoyment of children and is expected to increase attendance and 31 raise revenues. 32 2. Perimeter Fence: Approximately $30,000. The perimeter fencoffie Zoo must be raised to a height oieet to meet American 2 Zoo and Aquarium Association ( "AZA ") and United States Department of 3 Agriculture ("USDA ") standards. 4 3. Remodel of Elephant Exhibit: Approximately $35,000. 5 The remodeling of the existing elephant exhibit will enable the Zoo to obtain an 6 additional elephant and avoid the AZA issue of housing only a single elephant. 7 4. Zoo Landscaping: Approximately $15,000. 8 Additional enhancement of planted areas throughout the Zoo will not only improve 9 the Zoo's appearance to visitors but will address an AZA accreditation issue. 10 5. Siamang Pool Repair and Waterproofing: Approximately $8,900. 11 The resurfacing and waterproofing of the pool surrounding the Siamang exhibit will 12 correct the pool's leakage, preventing the expense of water loss, to comply with 13 AZA, USDA and EPA standards or recommendations. 14 6. Asian Pool Repair and Waterproofing: Approximately $7,000. 15 The repair and waterproofing of the Asian Pool addresses water quality and water 16 loss concerns and is an accreditation issue. 17 7. Employee Break and Meeting Room: Approximately $26,000. 18 This remodeling project will provide a central location for employees to clock in, 19 obtain equipment, instructions and messages and take breaks and will provide 20 additional meeting space when needed. 21 8. Communication Radios: Approximately $9,000. 22 The Zoo needs additional hand -held radios to provide security for the Zoo and safety 23 for Zoo employees and animals. This is also an AZA accreditation issue. 24 9. Front Entry Plaza: Approximately $17,500. 25 The refurbishing of the front entry for the Zoo will enhance its appearance to make 26 a favorable first impression on visitors and will add a coordinated look to that of the 27 Safari Trader Gift Shop inside the Zoo. 28 10. Master Plan Update: Approximately $75,000. 29 The existing Master Plan for the Zoo was drawn up before the Zoo lost its 30 accreditation and thus before accreditation issues became paramount. The update -2- 4 G 4 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 will review the curoneeds of the Zoo in light of AZA acoitation standards and 4 U J USDA license requirements. SECTION 2. The projects hereby added to Addendum A are additional possible uses of the specified bond funds. Funding of the additional possible projects shall not exceed the amounts set forth in the original Addendum A.
