3 AN ORDINANCE WAIVING COMPETITIVE BIDS AND
4 AUTHORIZING THE CITY MANAGER TO ENTER INTO
5 A CONTRACT WITH ENSTAR NETWORKING
6 CORPORATION IN THE AMOUNT OF $19,990.75 TO
7 PURCHASE A SECURE FIREWALL SOFTWARE
g PRODUCT FOR CONNECTIVITY TO THE STATE'S NEW
9 ARKANSAS CRIME INFORMATION SYSTEM.

11 WHEREAS, the Board of Directors may dispense with the requirement of
12 competitive bidding in exceptional situations where such procedure is impractical
13 and unfeasible; and
14 WHEREAS, in previous years the City has transmitted ACIC and NCIC
15 information via mainframe connectivity where security issues were not a problem;
16 and
17 WHEREAS, information is transmitted through the State's network to the
18 City's network with the new ACIC system thus requiring a secure firewall on each
19 end; and
20 WHEREAS, the State has purchased a product called "Checkpoint" from
21 Enstar corporation and to ensure compatibility the City would like to purchase the
22 same product.
23 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
24 OF THE CITY OF LITTLE ROCK, ARKANSAS:
25 SECTION 1. The Board of Directors hereby finds that competitive bidding for
26 a secure firewall software product shall be dispensed with as impracticable and
27 unfeasible.

SECTION 2. The City Manager is authorized to waive competitive bidding and
enter into a contractwith Enstar Networking Corporation in the amount of $19,990.75
to purchase a secure firewall software product for connectivity to the State's new
Arkansas Crime Information System.
SECTION 3. Funding is available from account number 210 - 113 -0813 and
210- 350 -0772.
