181271 ORDINANCE NO. 18,127 63r ►) 3 AN ORDINANCE DISPENSING WITH THE REQUIREMENT 4 OF COMPETITIVE BIDDING AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR 5 RESIDENTIAL TREATMENT FOR WOMEN WITH CHILDREN 6 WITH ARKANSAS CARES; AND FOR OTHER PURPOSES. 7 WHEREAS, the Little Rock Board of Directors (the "Board") may dispense with the 8 requirement of competitive bidding in exceptional situations where such procedure is not 9 feasible; and 10 WHEREAS, the Board finds that the purchase of residential treatment services for 11 women with children is such an exceptional situation; and 12 WHEREAS, the Prevention, Intervention, and Treatment Advisory Committee 13 recommended this additional funding on an emergency basis at its October 5, 1999 meeting; 14 and 15 WHEREAS, the Board has determined that said residential treatment for women 16 accompanied by their children is a vital component of the City's Prevention, Intervention, and 17 Treatment programs; that such services should not be disrupted, and that it is impractical and 18 unfeasible to use competitive bidding in this circumstance. 19 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS 20 OF THE CITY OF LITTLE ROCK, ARKANSAS: 21 SECTION I: The Board of Directors finds that competitive bidding should be 22 dispensed with to provide 90 days of residential treatment services for women with children 23 without disruption as an exceptional situation exists and competitive bidding is impractical and 24 infeasible. 25 SECTION 2: The reasons that competitive bidding is impractical and infeasible in this 26 situation are: 1) 7 Little Rock families are receiving services who have no other payment 27 source; 2) Arkansas Cares has provided over $31,400 in uncompensated care during SFY 99; 28 and 3) increased demand for substance abuse treatment for women with children. 29 SECTION 3: The City Manager is hereby authorized to enter into a contract with 30 Arkansas Cares for residential treatment services to women with children in an amount not to 31 exceed $28,165.
