2 AN ORDINANCE TO AMEND LITTLE ROCK, CODE § 2-
3 243 (1988) TO DECLARE ENTERTAINMENT PROMOTION
4 A PROFESSIONAL SERVICE; AND FOR OTHER
5 PURPOSES.
6 WHEREAS, the City has used a competitive selection process in the past to select a
7 promoter for the concerts presented at the Julius Breckling Park Riverfest Amphitheatre, and
8 WHEREAS, the City periodically needs to select a promoter for other entertainment
9 events held at various City venues, and
10 WHEREAS, state statute permits the Board of Directors to declare that a particular
11 service is a professional service and to provide the for the competitive selection of that service
12 based upon the qualifications of a person or firm and not merely on the lowest price,
13 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
14 THE CITY OF LITTLE ROCK, ARKANSAS:
15 Section 1. Little Rock, Ark., Rev. Code § 2 -243 (a)(2) is hereby amended to add the
16 following: Entertainment Promotion.
17 Section 2. Severability. In the event any title, subtitle, section, subsection,
18 subdivision, paragraph, subparagraph, item, sentence, clause, phrase, or word of this ordinance
19 is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall
20 not affect the remaining portions of this ordinance which shall remain in full force and effect
21 as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of
22 this ordinance.
23 Section 3. Repealer. All ordinances, resolutions, or regulations, or any parts of such
24 documents, which are inconsistent with the provisions of this ordinance are hereby repealed to
25 the extent of such inconsistency.
