3 AN ORDINANCE DISPENSING WITH COMPETITIVE
4 BIDDING AND AUTHORIZING THE CITY MANAGER TO
5 ENTER INTO A SOLE SOURCE CONTRACT FOR A 30 -DAY
6 PERIOD WITH FAMILY SERVICE AGENCY, INC. IN THE
7 TOTAL AMOUNT OF $636.65.

9 WHEREAS, Family Service Agency, Inc., through a previous contract with the City
10 provided crisis intervention and outreach services to victims of domestic violence and
11 provided public education on the destructive nature of domestic violence; and
12 WHEREAS, the 90 -day extension to the prior contract for domestic violence crisis
13 intervention and outreach services previously approved by the Board of Directors expired
14 September 28, 1999; and
15 WHEREAS, Family Service Agency, Inc. has continued since September 28, 1999
16 to provide services to victims of domestic violence, but at a reduced level of 20 percent of
17 the time previously dedicated to the contract and desires to be compensated at 20 percent of
is the monthly amount for the prior contract for a 30 -day period, or $636.65; and
19 WHEREAS, the Little Rock Commission on Domestic Violence has determined that
20 continued services to victims of domestic violence within the City is desirable until a new
21 contract can be negotiated and signed; and
22 WHEREAS, the Commission voted to recommend to the Board of Directors that an
23 additional short-term contract for 30 days between the City and Family Service Agency, Inc.
24 is necessary to ensure the availability of intervention and outreach services to victims of
25 domestic violence until a new contract can be approved by the Board and negotiated.
26 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
27 OF THE CITY OF LITTLE ROCK, ARKANSAS:

1 SECTION 1. The City Manager is authorized to dispense with competitive bidding and enter
2 into a sole source contract with Family Service Agency, Inc. in the total amount of $636.65 for a
3 period of 30 days for provision of crisis intervention and outreach services.
