3 AN ORDINANCE TO ESTABLISH THE DOWNTOWN
4 TARGETED NEIGHBORHOOD ENHANCEMENT PLAN
5 (TNEP); AND FOR OTHER PURPOSES.

7 WHEREAS, one of the goals of the Future -Little Rock process was to create a
8 landbank authority and to provide monies for lower to moderate income housing; and
9 WHEREAS, severe restrictions in the Arkansas Constitution prohibit municipalities
10 from engaging in programs that grant monies to individuals; and
11 WHEREAS, pursuant to Act 320 of 1997 the Arkansas General Assembly provided
12 the City with the authority to create Targeted Neighborhood Enhancement Act Plans as set
13 forth in the codification of this Act (Ark. Code Ann. §§ 14 -169 -1101 to -1108 [Michie Rep].
14 1998]); and
15 WHEREAS, on November 17, 1998, the Board of Directors adopted Little Rock,
16 Ark., Resolution No. 10,407 which authorized the formation of a Downtown Targeted
17 Neighborhood Enhancement Plan; and
18 WHEREAS, pursuant to this resolution the City developed the necessary background
19 information and conducted the required public hearings; and
20 WHEREAS, the City has compiled the Downtown Targeted Neighborhood
21 Enhancement Plan attached as Exhibit A to this Ordinance.
22 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
23 OF THE CITY OF LITTLE ROCK, ARKANSAS:
24 SECTION 1. The City adopts the Downtown Targeted Neighborhood Enhancement
25 Plan set forth in Exhibit A to this Ordinance.
26 SECTION 2. This plan shall be in duration from August 19, 1999 until August 19,
27 2004.

SECTION 3. The boundaries of the Downtown Targeted Neighborhood are set forth
in the map located on page 81 of Exhibit A. r�
SECTION 4. Severability. In the event any title, section, subsection, nc ivision,
paragraph, subparagraph, item, sentence, clause, phrase, or word of this ordinance is declared
or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect
the remaining portions of the ordinance which shall remain in full force and effect as if the
portion so declared or adjudged invalid or unconstitutional was not originally a part of this
ordinance.
