18007M M M 1 = M == M == M M M 0 0 0 0 1 2 ORDINANCE NO. 18.007 3 3 G 3 4 AN ORDINANCE WAIVING COMPETITIVE BIDS AND 5 AUTHORIZING THE CITY MANAGER TO ENTER INTO A 6 SOLE SOURCE CONTRACT WITH HEWLETT- PACKARD IN 7 THE AMOUNT OF $83,246 FOR THE PURCHASE OF A GAS 8 CIH2OMATOGRAPH/MASS SPECTROMETER (GC/MS) FOR 9 THE LITTLE ROCK POLICE DEPARTMENT IN 10 PARTNERSHIP WITH THE ARKANSAS STATE CRIME 11 LABORATORY. 12 13 WHEREAS, the U. S. Department of Justice has awarded Little Rock and five other cities 14 with grants up to $750,000 to develop and implement strategies that effectively halt the spread of 15 methamphetamine; and 16 WHEREAS, Little Rock's strategy includes establishing a public awareness campaign, the 17 development of partnerships and the creation of a shared data base with the Pulaski County Sheriff's 18 Office and the Arkansas State Crime Laboratory, additional training for officers, overtime for 19 enforcement, treatment of methamphetamine users, and the purchase of surveillance and other 20 specialized equipment for the Police Department, Pulaski County Sheriff's Office and the State Crime 21 Laboratory; and 22 WHEREAS, the partnership with the State Crime Laboratory includes the purchase of a Gas 23 Chromatograph/Mass Spectrometer (GC/MS) to enhance drug analysis operations; and 24 WHEREAS, the State Crime Laboratory requests this equipment be purchased as a sole 25 source item from Hewlett Packard for the following reasons: (1) the GC/MS system comes with a 26 chemstation that can control four other instruments this capability will allow the laboratory to 27 connect of one of their three GC/MS's that is not Y2K compatible to be connected to it bring it into 28 compliance. (2) Hewlett Packard is the manufacturer of the laboratory's current GC/MS's in the Drug 29 Section. The laboratory personnel have already been trained to repair trouble shoot them, other brands 30 would mandate additional training. (3) The Hewlett Packard brand would allow auto - samplers to be 31 1 2 3 4 5 6 7 0 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 0 0 interchangeable between existing ones if one should break. (4) The purchase of a Hewlett - Packard system will allow the laboratory to network with existing GUMS instruments. 3 2J Y NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The City Manager is authorized to waive competitive bidding enter into a sole source contract with Hewlett Packard of Wilmington, Delaware, for the purchase of a Gas Chromatograph/Mass. Spectrometer. SECTION 2. The City Manager is authorized to waive competitive bidding declare Hewlett Packard as a sole source provider of repairing the Gas Chromatograph/Mass Spectrometer. SECTION 3. Funding for this project is available in the Police Department's COPS Methamphetamine Initiative Special Project account (210- 350 -A255 -057).
