17926• 1 ORDINANCE NO. 17,926 2 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., 43 3 ORDINANCE NO. 16,722 (AUGUST 2, 1994) AND 4 ORDINANCE NO. 17,665 (January 20, 1998) TO ADD 5 TWO MEMBERS TO THE RACIAL & CULTURAL 6 DIVERSITY COMMISSION; TO DECLARE AN 7 EMERGENCY. 8 (Short Title) 9 "An Emergency Ordinance to Add Two Members to the 10 Racial & Cultural Diversity Commission" 11 12 WHEREAS, the Little Rock School Board has requested a permanent position on the Racial & 13 Cultural Diversity Commission and the Little Rock Board of Directors agrees to this request. 14 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 15 THE CITY OF LITTLE ROCK, ARKANSAS: 16 SECTION 1. Section 3 of LRO 16,722 is hereby amended to read as follows: 17 Membership. The Commission shall consist of nineteen (19) members. 18 The membership of the Commission shall reflect, to the extent possible, the 19 diversity of the community and shall be selected as follows: 20 (a) One member shall be selected from the sitting members of the 21 City Board of Directors; 22 (b) One member shall be selected from the sitting members of the 23 Little Rock School Board; 24 (c) The following persons shall be selected through a questionanaire 25 and interview process established by the City Board of Directors. 26 Each Director will have an opportunity to nominate a member to 27 the Commission in the following way: 28 (1) One member from each ward nominated by the Director who serves that ward. Iva 0 • 1 (2) Three members selected at -large nominated by the at- 2 large members. 44 3 (3) One member from each ward nominated by the Mayor. 4 These seventeen (17) members shall be nominated as set forth above and shall serve if approved 5 by majority vote of the City Board of Directors. 6 SECTION 2. Emergency Clause. As a part of the Future - Little Rock process it was 7 determined that there was a need for a commission dedicated to the issues entrusted to the Racial 8 & Cultural Diversity Commission; the ability to deal with the issues faced by the citizens of this 9 City and to consider carefully the essential policy issues involved with assuring civil rights and 10 opportunities to all citizens is essential to the public health, safety and welfare; an emergency 11 is therefore declared to exist and this ordinance shall be in full force and effect from and after 12 the date of its adoption. 13 PASSED: January 19. , 1999 14 ATTEST: APPR VED: 15(�f%T 16 Robbie Hancock, City Clerk Jim ailey, Mayor 17 APPROVED AS TO LEGAL FORM: 18 19 Thomas M.
