17924ORDINANCE NO. 17,924 AN ORDINANCE TO APPROVE A CONTRACT BETWEEN THE GREATER LITTLE ROCK CHAMBER OF COMMERCE AND THE CITY OF LITTLE ROCK FOR THE PAINT YOUR HEART OUT PROGRAM WITHIN THE CITY; TO WAIVE COMPETITIVE BIDDING AND FOR OTHER PURPOSES. WHEREAS, $20,000 was approved in the 1999 budget to provide funding for the 1999 Paint Your Heart Out program; and WHEREAS, numerous and other participants are contributing to the program; and WHEREAS, the City desires to contract with the Greater Little Rock Chamber of Commerce to purchase program materials and supplies, and to serve as the prime source of support and public information regarding the program; and WHEREAS, it is impractical and unfeasible to competitively bid for the contractual aspects of any agreement between the City and the Greater Little Rock Chamber of Commerce. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF (DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The City Manager is authorized to enter into a contractual agreement with the Greater Little Rock Chamber of Commerce for the purpose of purchasing program materials and supplies, and to serve as the prime source of support and public information regarding the program, and to receive a $20,000 grant from the City. SECTION 2. Because the City can obtain these services through the Greater Little Rock Chamber of Commerce in the most effective manner, the Board of Directors finds that it is impractical and unfeasible to competitively bid for the services and products to be included in the contract. CARPE &R CITY ATTORNEY To IM, 3,1 M 39 CONTRACT AGREEMENT BETWEEN CITY OF LITTLE ROCK AND • GREATER LITTLE ROCK CHAMBER OF COMMERCE This agreement is made between the City of Little Rock, hereinafter called "City" and Greater Little Rock Chamber of Commerce, hereinafter called "the Chamber". Under the terms of an agreement between the City and the Chamber, the City will dispense a 40 grant as their monetary commitment to the "Paint Your Heart Out `99 ", neighborhood paint program. The grant will help to improve housing in one of the City's oldest neighborhoods. The program will offer neighborhood residents, who qualify, free paint and assistance in painting the exteriors of these homes. The target area for the 1999 is the Neighborhood bounded by I -30 on the West, Arkansas River on the North, Little Rock Regional Airport on the East and East 21 Street on the South. The City, along with other neighborhood paint program participants, has agreed to donate funds and in kind services for the positive impact and success of this program. These participants are the following: - Jennings Osborn ($7,500) - Nations Bank ($1,000) -First Commercial Bank ($1,000) - Metropolitan National Bank ($200) - Arkansas Power and Light (2500) - Arkansas Louisiana Gras Company ($500) -Twin City Bank ($500) - United Way of Pulaski County (in kind services) - Historic Preservation Alliance of Arkansas (in kind services) - Greater Little Rock Chamber of Commerce (in kind services) Other individual and corporate doners of funds and in kind services The parties agree as follows: 1, The City agrees to grant The Chamber, c/o Paint Your Heart Out '99, the grant amount of $12,500 for the neighborhood paint program. 2. The Chamber will use these funds for the purchase of program materials and supplies for necessary prep work and exterior painting purposes of low and moderate income, elderly and physically disabled owner in the said target areas. 3. The Chamber will serve as the prime source of support and public information for the duration of the grant administration. 4. The Chamber will have authority to reclaim and redistribute to a similar program the following year any grant funds not expended by December 31, 1999.
