AN ORDINANCE APPROPRIATING $198,494 FROM
THE 1997 LOCAL LAW ENFORCEMENT BLOCK
GRANT FUNDS TO BE PAID TO PULASKI COUNTY
PURSUANT TO THE MEMORANDUM OF
AGREEMENT BETWEEN THE CITY AND PULASKI
COUNTY.
WHEREAS, the Department of Justice awarded the City $1,187,123 to be utilized
for law enforcement functions; and
WHEREAS, the City appropriated a match of $131,903 in August of 1997, to bring
the total to $1,319,026; and
WHEREAS, the Department of Justice awarded Pulaski County $114,508 under the
program; and
WHEREAS, the City's award is considered disparate since it exceeds 200 percent
(200 %) of the County's and that the County bears more than fifty percent (50 1/6) of the
costs of prosecution or incarceration arising from Part I violent crimes reported by the City,;
and
WHEREAS, in July of 1997, the City and Pulaski County entered into a Memorandum
of Agreement providing that the City would transfer $198,494 of the 1997 LLEBG program
funds to the County; and
WHEREAS, this total represents 16 percent of the City's 1997 award and constitutes
the same percentage of award that was reallocated under the 1996 program.
WHEREAS, the City's grant total following the adjustment is $1,120,532.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:

SECTION 1. The City Manager is authorized to appropriate $198,494 from the
