ORDINANCE NO. 17,663
AN ORDINANCE DISPENSING WITH THE REQUIREMENT
OF COMPETITIVE BIDDING AND AUTHORIZING THE
CITY MANAGER TO ENTER INTO A 90 DAY CONTRACT
EXTENSION WITH THE ARKANSAS DEPARTMENT OF
HEALTH FOR ALCOHOL AND DRUG TREATMENT
PROGRAMS; AND FOR OTHER PURPOSES.
WHEREAS, the Board of Directors may dispense with the requirement of competitive
bidding in exceptional situations where such procedure is not feasible; and
WHEREAS, the City has not yet determined whether it will continue to fund alcohol
and drug abuse treatment services; and
WHEREAS, the Board of Directors has determined that said treatment services must
not be interrupted while such determination is pending; and that it is impractical and unfeasible
to use competitive bidding for a 90 day extension due to the length of time it takes to complete
the regular bid process and the fact the extension is of short duration.
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Board of Directors finds that competitive bidding should be
dispensed with for the 90 day contract extension with the Arkansas Department of Health for
alcohol and drug abuse treatment, as an exceptional situation exists and competitive bidding is
impractical and infeasible.
SECTION 2. The City Manager is hereby authorized to enter into a 90 day extension
of the contract with the Arkansas Department of Health for alcohol and drug abuse treatment
services, at a price not to exceed eighty -three thousand seven hundred fifty dollars ($83,750).
This 90 day extension ends May 29, 1998,
SECTION 3. The City shall determine if it wishes to continue to contract for such
services by March 3, 1998. If the City decides to continue to contract for such services, it will
advertise for bids on or about March 15, 1998.
