4 ORDINANCE NO. 17,616 (NOVEMBER 18, 1997), TO
5 REDEFINE AIRPORT SHUTTLE SERVICE; DECLARING
6 AN EMERGENCY; AND FOR OTHER PURPOSES.

8 Short Title
9 "An Ordinance to redefine Airport Shuttle Service"
to
11 WHEREAS, the City recently adopted a new transportation code that governs
12 transportation franchises of vehicles for hire, and
13 WHEREAS, there is a desire to redefine the scope of services that can be provided by
14 airport shuttle service in order to permit a broader operation by such vehicles without
15 undermining the financial integrity of the companies providing taxi service within the City.
16 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
17 OF THE CITY OF LITTLE ROCK, ARKANSAS:
18 Section 1. Section 35(a) of Little Rock, Ark., Ordinance No. 17,616 (November 18,
19 1997) shall be amended to read as follows:
20 Any person operating an Airport Shuttle Service pursuant to this article
21 shall be restricted to transporting passengers to or from a place, other
22 than a residence, on a trip that either originates or terminates at the
23 Little Rock Municipal Airport Administration Terminal.
24 Section 2 Section 31 of Little Rock, Ark., Ordinance No. 17,616 (November 18,
25 1997) shall be amended to read as follows:
26 It shall be unlawful for any person to operate a Luxury Limousine,
27 Courtesy Vehicle, Special Paratransit Vehicle or Airport Shuttle Service
28 in the City without a current permit. This permit shall be in addition to
29 any licenses which may be required by Airport, state and federal laws
30 and regulations.
31 Section 3, Section 15 of Little Rock, Ark., Ordinance No. 17,616 (November 18,
32 1997) shall be amended to read as follows:
33 It shall be unlawful for any driver permitted pursuant to this chapter
34 while on duty to drink any intoxicating liquor or be under the influence
35 of any Controlled Substance, to shout or call to prospective passengers,
36 or to disturb the peace in any way.

1 Section 4 Emergency Clause. Since Little Rock, Ark., Ordinance No. 17,616
2 (November 18, 1997), was intended to be a comprehensive codification of ordinances dealing
3 with for -hire transportation within the City of Little Rock, Arkansas, and such regulation is
4 essential to protect the public health, safety and welfare, and it is the desire of the Board of
5 Directors to have a comprehensive codification in place at the same time, an emergency is
6 declared to exist and this ordinance shall be in full force and effect from and after December 18,
7 1997, in order to coincide with the effective date of the operation provisions of the City
8 transportation code.
