WHEREAS, it is the desire of the Board of Directors that funds be used for the purchase of equipment to enhance the operations and capabilities of the Police Department. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION I. The sum of $357,720 is hereby appropriated from the unappropriated fund balance of Fund 303 to be transferred to the Special Projects Fund (Amount 210 - 350 -0511) and reflected as funding for Police Department equipment to be used for the Automated Vehicle Locator System. SECTION 2. The sum of $133,780 is also hereby reappropriated from the 1997 budgeted salary savings from the Police Department to be transferred to the Special Projects Fund (Account 210- 350 -0511) to be used for the Automated Vehicle Locator System. Code Ann. § 19 -11 -801 et seq. 9 regarding the selection of professional services, and 10 WHEREAS, Act 429 authorizes a political subdivision to include as professional 11 services such consulting services as the political subdivision shall designate by two - thirds vote 12 of its governing body, and 13 WHEREAS, the Board of Directors finds that, pursuant to Little Rock, Ark. Ordinance 14 16,982, § I(a)(3) (October 3, 1995), price or cost bidding for the provision of Employee 15 Benefit Plan Consultant is impractical, unfeasible, or, if based solely on price, would result in 16 an outcome that would not meet the best interests of the City. 17 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS 18 OF THE CITY OF LITTLE ROCK, ARKANSAS: 19 SECTION 1. Employee Benefit Plan Consultant Services are hereby declared 20 professional services. Such professional services shall be contracted pursuant to the 21 professional services laws of this State, Ark.
