AN ORDINANCE ESTABLISHING PECAN LAKE MUNICIPAL RECREATIONAL
IMPROVEMENT DISTRICT NO. 4 OF LITTLE ROCK, ARKANSAS
WHEREAS, parties claiming to be a majority in value or more in assessed value of
real property located within the territory hereinafter described, have filed petitions praying
that an improvement district be established for the purposes hereinafter set out, and
WHEREAS, after due notice as required by law, the Board of Directors of the
City of Little Rock, Arkansas, has heard all the parties desiring to be heard, and has
ascertained that said petitions were signed by a majority in value or more in assessed value
of the owners of real property within the territory, now, therefore,
BE IT ORDAINED by the Board of Directors of the City of Little Rock,
Arkansas:
SECTION 1. There is hereby established an improvement district embracing the
following real property in the City of Little Rock, County of Pulaski, State of Arkansas,
to -wit:
A tract of land lying in the NWl /4, NWl /4, Section 26; the NEl /4, NEl /4,
Section 27; the SEI /4, SEI /4, and the SWIM, SEI /4, Section 22; the
SWIM, SWIM, and the SEI /4, SWIM, Section 23; all in Township 1
North, Range 13 West, Pulaski County, Arkansas, more particularly
described as follows:
Commence at the SE corner of said NW1 /4, NWl /4, Section 26 and the
Point of Beginning; thence S 89 degrees 59' 57" W, 2641.64' to the SW
comer of said NEl /4, NEl /4, Section 27; thence N 00 degrees 06'47" E,
1159.5; thence S 89 degrees 53' 13" E, 35.0; thence S 25 degrees 35' 43"
E, 350.2', to a point on the Northerly Right -of -Way of Timberside Road;
thence along a curve to the right having a radius of 193.53' and a chord of

for the purposes of constructing, operating, supervising, maintaining and replacing within
the said district, recreational and common areas and facilities related thereto including, but
not limited to, green areas, landscaped areas, playground facilities and other improvements
necessary or desirable to enhance the use and benefits of such areas and improvements;
such purposes to be accomplished in the manner and of the materials that the
commissioners of the district shall deem to be in the best interest of the district, and the
cost thereof to be assessed upon the real property above described according to the
benefits received.
The district shall be known as "Pecan Lake Municipal Recreational Improvement
District No. 4 of Little Rock, Arkansas;" and Carolyn Webb, Alvin Baugh and Lloyd W.
Black, who are owners of real property within the district, are hereby named
commissioners and shall compose the Board of Improvement for the district.

SECTION 2. There is hereby declared to be an existing emergency in that there is 730
an immediate need for the formation of this improvement district to promote and protect
the health, safety and welfare of the citizens of Little Rock, Arkansas, and this ordinance
shall be in full force and effect from and after its passage.
