172061 ORDINANCE NO. 17,206 2 3 AN ORDINANCE DISPENSING WITH THE 4 REQUIREMENT OF COMPETITIVE BIDDING AND AUTHORIZING THE CITY MANAGER TO 5 ENTER INTO A CONTRACT WITH PULASKI 6 COUNTY TO ADMINISTER ALTERNATIVE 7 SCHOOL SERVICES TO LITTLE ROCK 8 YOUTH, DECLARING AN EMERGENCY; AND 9 FOR OTHER PURPOSES. 10 WHEREAS, the the Board of Directors may dispense with the 11 requirement of competitive bidding in exceptional situations 12 where such procedure is not feasible; and 13 14 WHEREAS, the Board finds that an exceptional situation exists in the case of the Pulaski County Step One Alternative 15 School to justify dispensing with competitive bidding; and 16 17 WHEREAS, the exceptional situation which makes it 18 impractical and unfeasible to use competitive bidding involves factors such as 1) the Pulaski County Step One Alternative 19 School provides education to children referred by the three 20 school districts or the juvenile court system, 2) in most 21 instances these children have been expelled from school and 22 attendance at the Alternative School.is the only chance they 23 have to maintain their education, and 3) a majority of the students are economically disadvantaged, show signs of drug 24 usage, and are below grade level; and 25 26 WHEREAS, the Board previously appropriated $35,500 of 27 Prevention, Intervention, and Treatment program monies in Little 28 Rock, Ark. Ord. 17,098 (January 16, 1996) for the Step One Alternative School to accommodate 30 expelled students. 29 30 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 31 THE CITY OF LITTLE ROCK, ARKANSAS: 32 SECTION 1. The Board of Directors of the City of Little 33 Rock finds that competitive bidding should be dispensed with for the purchase of Alternative School Services as an exceptional 34 situation exists and competitive bidding is impractical and 35 infeasible. 36 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 SECTION 2. The City Manager is hereby authorized to enter into a contract with Pulaski County to provide Alternative School services for an amount not to exceed $35,500, the amount authorized in Little Rock, Ark. Ordinance 17,098 (January 16, 1996), to pay for the salary and fringe benefits for one teacher and various supplies. SECTION 3. Emergency. It is hereby found and determined that the services performed by the Pulaski County Alternative School are essential to the peace, health, and safety of the youth enrolled in said programs in order to keep them in school to learn basic skills, to learn how to seek and hold jobs, to transition back to a traditional school setting, and that there exists an urgent need for the continuation of said program. Therefore, an emergency is hereby declared to exist and this Ordinance being necessary for the preservation of the public peace, health and safety shall be in full force and effect from and after its passage and approval.
