ORDINANCE NO. 17,159
AN ORDINANCE TO AUTHORIZE THE CITY MANAGER TO
CONTRACT WITH TEEN CONNECTION, INC., TO
PROVIDE PREVENTION, INTERVENTION & TREATMENT
PROGRAMS; DISPENSING WITH COMPETITIVE
BIDDING; DECLARING AN EMERGENCY; AND FOR
OTHER PURPOSES.
WHEREAS, the City of Little Rock has determined that an
essential component of its efforts to help youth meet challenges
of the future and to avoid negative influences is to promote
programs that enhance opportunities for youth; and
WHEREAS, the voters approved a one -half cent sales tax in
December, 1994, for general operations that included, according
to campaign material, a $2.5 million pledge of revenues to
prevention, intervention, and treatment programs; and
WHEREAS, in 1995 one of the programs funded included the
Teen Connection, Inc., which, among other things, sponsored a
conference on youth in Little Rock that was a tremendous
success; and
WHEREAS, it is the City's desire to once again fund this
program and similar programs be operated by the Teen Connection,
Inc.; and
. WHEREAS, the unique.position of Teen Connection, Inc., to
be able to sponsor a second youth conference makes it
impractical and unfeasible to competitively bid for these
services.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. The City Manager is authorized to enter into a
contract approved by the City Attorney with Teen Connection,
Inc., in an amount not to exceed fifty -six thousand dollars
($56,000.00) to provide prevention, intervention and treatment
programs including, but limited to, a youth conference. This
contract shall not be entered into until the Treasurer and
Director of Finance has completed any necessary audits of prior
contracts with Teen Connection, Inc.
Section 2. Emergency. The ability to conduct programs such
as the youth conference to be held in Little Rock are essential

the public health, safety and welfare because these programs
focus on youth positive alternatives to drugs, alcohol and gang
activity. The programs that Teen Connection has in place do not
need to be interrupted since to do so would destroy some of
their effectiveness and may jeopardize the ability to hold the
1996 youth conference. To assure that funding is in place to
assure that the 1996 convention will be held, an emergency is
declared to exist and this ordinance shall be in full force and
effect from and after the date of its adoption.
